Beihai Water Resources Bureau Functional Information
Beihai Water Conservancy Bureau implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the Party Committee of the Autonomous Region and the Municipal Party Committee on water conservancy work, and adheres to and strengthens the centralised and unified leadership of the Party on water conservancy work in the process of fulfilling its duties. The main responsibilities are:
(a) responsible for ensuring the rational development and utilisation of the city's water resources. Formulate the city's water planning and annual plans, organise the preparation of the city's water resources planning, comprehensive planning of important river and lake basins, flood control planning and other water planning.
(ii) Responsible for the co-ordination and protection of water for living, production and operation, and ecological environment in the city. It organises the implementation of the strictest water resources management system, implements unified supervision and management of water resources, and formulates long-term supply and demand planning for water in the city as well as water allocation programmes and supervises their implementation. It is responsible for water resources dispatching in important areas and major water conservancy projects. Organise the implementation of water resources demonstration and flood prevention demonstration system, and guide the development of paid use of water resources. Guide the water conservancy industry water supply and township water supply work.
(C) in accordance with the provisions of the development of water conservancy project construction system and organise the implementation of the city's water conservancy is responsible for proposing the scale of investment in water conservancy fixed assets, direction, specific arrangements for the proposal and organisation and guidance for the implementation of the annual review of the authority of the scale of the plan of fixed asset investment projects, the central, autonomous regions and municipal water conservancy funding arrangements proposed and is responsible for the supervision and management of the implementation of the project.

(H) guidance and supervision of water conservancy project construction and operation management.
