Beijing Dongcheng District Municipal Human Resources and Social Security Bureau Functional Information
Beijing Dongcheng District Human Resources and Social Security Bureau to implement the Party Central Committee, the municipal party committee on human resources and social security work policy guidelines and policies, decision-making and deployment and the district party committee of the relevant work requirements, in the process of fulfilling their duties to adhere to and strengthen the party's centralised and unified leadership of human resources and social security work. The main duties are:
(a) To implement the laws, regulations, rules and policies of the State and Beijing Municipality on human resources and social security, and to formulate the development plan of human resources and social security undertakings of the district; to formulate the working measures of the district in accordance with the relevant laws and regulations and policies, and to organise and implement as well as supervise and inspect them.
(b) Organising and implementing Beijing's human resources mobility policy, coordinating and guiding the establishment of a unified and standardised human resources market, managing the human resources market in accordance with the law, and promoting the reasonable mobility and effective allocation of human resources.
(3) Responsible for promoting employment; formulating and coordinating employment development plans and policies in the district, improving the public employment service system, implementing employment assistance policies, and implementing national and municipal policies on the development and management of public welfare posts; comprehensively managing vocational skills training in the district, and implementing policies related to vocational skills appraisal and qualification recognition system; implementing policies on the employment of college graduates; and formulating plans for the cultivation of highly-skilled personnel and policies on the incentives for such personnel. (d) Comprehensively managing the social welfare work of the district.
(d) Comprehensively managing the social insurance work in the district; organising the implementation of the laws, regulations, rules and policies on pension, unemployment and industrial injury insurance; responsible for the supervision and management of the social insurance fund.
(e) Implementing the policies of the State and Beijing Municipality on the wages, benefits, allowances and subsidies of the staff of organs and institutions, as well as the relevant policies and regulations on the management of retirement and dismissal, and organising the implementation of such policies and regulations; comprehensively managing and guiding the wages and benefits of the staff of organs and institutions in the district; implementing the macro-adjustment and control policies on the distribution of wages and income of the employees of the enterprises in accordance with the relevant regulations, and managing and supervising the payment of the wages of the enterprises. (f) Implementing the reform of personnel system of institutions by the State and Beijing Municipality, implementing the policies on personnel management of institutions, and being responsible for the management of recruitment and employment, annual appraisal and administrative incentives for the staff of institutions in this district; being responsible for the management, continuing education and title appraisal of professional and technical personnel; being responsible for the selection, cultivation and management of high-level professional and technical talents and services; implementing the rules and operation norms for the management of integral settlement; implementing the rules for the employment of foreigners in Beijing; and implementing the rules for the employment of foreigners in Beijing. (vii) Implementing the comprehensive work on migrant labour; implementing the policy, planning and management of foreigners coming to Beijing for employment.
(vii) Implementing comprehensive policies and plans for the work of migrant workers, promoting the implementation of policies related to migrant workers, coordinating the resolution of key and difficult issues, and safeguarding the legitimate rights and interests of migrant workers.
(viii) Guiding the establishment of labour relations between employers and workers in the region in accordance with the law; supervising the establishment of labour relations between employers and workers and the implementation of labour contracts; guiding the labour management work of various types of employers; organizing and implementing the labour security supervision in the region; and being responsible for mediation and arbitration of labour and personnel disputes, and handling of letters and visits from the public.
(ix) Coordinating the forecasting, analysis and statistical work of human resources in the region in conjunction with relevant departments; responsible for social insurance statistics and information work.

The two departments should establish a working mechanism to do a good job of information sharing and policy convergence.
