Beijing Dongcheng District Municipal Bureau of Economy and Information Technology Functional Information
The Bureau of Economy and Information Technology implements the guidelines and policies, decision-making and deployment of the Central Committee of the Party on industry, software and information services, information technology and other aspects of the Municipal Party Committee and the District Committee of the relevant requirements of the work, to adhere to and strengthen the Party's leadership of industry, software and information services, information technology work into the fulfilment of their duties.The main responsibilities are:
(a) To implement the laws, regulations, rules and policies of the State and Beijing Municipality on economic and informatisation work.
(ii) To organise the formulation and implementation of medium- and long-term development plans and annual plans in the field of economy and informatisation in the district. To study, formulate and organise the implementation of industrial, software and information service development planning and related industrial policies in the district, and promote the adjustment of industrial layout and optimisation and upgrading of industrial structure.
(iii) Monitor and analyse the operation situation of industry, software and information service industry in the district, and compile relevant information. Coordinate and solve relevant problems in the operation and development of the industry, and put forward policy recommendations. Guide the quality management of related industries.
(D) in accordance with the provisions of the authority, approval, filing and reporting of the region's planning and annual plan in the field of industry and information technology fixed asset investment projects. In conjunction with the relevant departments to study and put forward industrial, software and information services in the use of foreign capital and foreign investment in key areas and promote policies.
(E) guide the region's industrial, software and information services, information technology and other innovation and technological progress, promote technological transformation of enterprises, and promote the industrialisation of relevant scientific research results.
(vi) To formulate development plans, implementation programmes and supporting policies in key areas such as digital economy and emerging industries in the region, and organise their implementation.
(vii) To organise the implementation of energy conservation and comprehensive utilisation of resources and clean production promotion policies in the fields of industry, software and information service industry, and informatisation in the region.
(viii) Guiding and promoting the development of small and medium-sized enterprises and the development of non-state economy in the region, establishing and improving the service system, formulating relevant policies and measures to promote development in conjunction with relevant departments, and coordinating the solution of relevant major issues.
(ix) To co-ordinate the planning, construction and management of wired and wireless communication networks, core server rooms and related important information infrastructure for e-government in the region. It participates in the co-ordinated planning of departmental special communication networks. Responsible for coordination with the national communications backbone network and other aspects of the special communications network. Responsible for the security of important information systems and basic communication networks. Undertake the Dongcheng District communications emergency security work.
(j) Coordinates the construction of social credit system in the district, promotes the construction of social credit system, researches and formulates relevant plans and programmes, and organizes their implementation.
(xi) Responsible for the work related to administrative law enforcement in the field of economy and information technology. Responsible for the radio management work in the district, coordinating the handling of electromagnetic interference matters, and maintaining the order of airwaves.
(M) the implementation of the central government, as well as the municipal party committee, the district committee of the integration of military and civilian development in the field of work deployment, and promote the integration of military and civilian.
(XIV) Coordinate and promote the development of aerospace industry in the region.
(XV) in conjunction with the relevant departments to formulate the region's economic and information technology personnel construction planning and related policies and measures, organise relevant personnel training, and carry out external cooperation and exchanges.
