Beijing Dongcheng District Municipal Education Commission Functional Information
1. To implement national laws, regulations and rules on education, enforce Beijing's local education laws, regulations and policies, and promote education in accordance with the law; to organise the preparation and implementation of the district's education development plan and annual plan.
2. to be responsible for the education work in the district, to unify management, coordination and guidance of pre-school education, primary education, secondary education, higher education and other types of education in the district; to be responsible for promoting the balanced development of compulsory education and the promotion of fairness in education.
3. According to the authority of management, it is responsible for reviewing and approving the establishment, change and termination of all kinds of schools below secondary level held by the state-owned and social forces in the district, as well as fulfilling the supervisory duties, managing the foreign school-running units in the district; and managing the educational social organisations in the district.
4. To be responsible for co-ordinating, coordinating and guiding the work of promoting the construction of learning organisations in the district, formulating the work plan for the construction of lifelong learning service system and organising its implementation.
5. To be responsible for educational reform and development; to organise the implementation of the standards for the setting up of secondary and primary education schools in Beijing and the basic requirements for teaching; to implement the planning of educational technical equipment and the standards for the allocation of materials and equipment of the Municipal Education Commission; to be responsible for organising the implementation of the national curriculum plans for primary and secondary education, to manage the local curricula of primary and secondary schools in the district, to be responsible for the selection of teaching materials for primary and secondary schools in the district, and to be responsible for the evaluation and monitoring of the quality of education and teaching in the district. (d) To be responsible for the evaluation and monitoring of the quality of education in the district.
6. Being responsible for drawing up the enrolment plan of secondary education in the district; being responsible for the organisation and management of all kinds of educational examinations in the district; and being responsible for the management of the enrolment of students with academic qualifications below the secondary level in the district.
7. Responsible for managing and guiding the ideological and political work, moral education, physical education, health and art education and national defence education of students in the district; organising and guiding the social practice of students and the work of off-campus education.
8. To be responsible for the personnel management of the education system in the district, to implement the establishment standards of the education system, and to guide the reform of the internal management system of the schools; to be responsible for the construction of the teaching staff in the district, the accreditation of teachers and the evaluation of the professional and technical positions of the education series.
9. Responsible for the financing, management and use of education funds; implementing the Beijing Municipality's comprehensive costing methods for students of all types of schools; responsible for the co-ordinated management of the district's education infrastructure investment, education funds and education surcharges, education assistance and education loans; managing the district's education state-owned assets and education capital projects; supervising the implementation of the budget of education funds; responsible for the management of the district's student loans.
10. responsible for guiding school logistics work; coordinating and organising relevant departments to do a good job of environmental improvement inside and outside the school, and maintaining normal order in the school; supervising and inspecting the safety of school buildings, fire prevention, burglary prevention and other safety work.
11 is responsible for managing and coordinating the work of the education system for external exchanges; is responsible for Chinese-foreign co-operation in running schools, and the examination and approval of formalities for personnel going abroad (in the country).
12. To be responsible for the unified planning of educational scientific research and educational teaching research in the district; to be responsible for the standardisation of language and writing; to be responsible for the statistics, analysis and release of basic information on education and the development of information technology in education.
13. To assume management responsibility for the safety of the educational system in the district in accordance with the law, and to assume the main responsibility for the safety of all kinds of activities organised in the name of the District Education Committee.
14. within the scope of the department's responsibilities to strengthen for the central units in the district, municipal units, the troops stationed in the region and the region's enterprises and institutions.
