Beijing Dongcheng District Municipal Commission of Development and Reform Functional Information

Beijing Dongcheng District Development and Reform Commission is responsible for implementing the guidelines and policies of the Party Central Committee on development and reform work, decision-making and deployment, as well as the Municipal Party Committee and the District Committee of the relevant work requirements, to adhere to the Party's leadership of the development and reform work into the fulfilment of their duties. The main responsibilities are:

(a) to formulate and organise the implementation of the national economic and social development strategy, medium and long-term planning and annual plans of the district. Undertake the coordination of special planning and regional planning.

(B) according to the Beijing municipal macro-control requirements, co-ordination of economic and social development, put forward the district's national economic and social development of the main objectives and policy measures, monitoring and early warning of economic and social development trends, put forward proposals for regulatory policy. Entrusted by the district government, to the district people's Congress report on the district's national economic and social development plan and the implementation of the situation.

(C) guide the promotion and comprehensive coordination of economic system reform in the region, put forward proposals for reform. (d) Undertake the task of planning major construction projects in the region. (viii) To study, formulate and organise the implementation of relevant plans, programmes and comprehensive policies and measures to promote the coordinated development of Beijing-Tianjin-Hebei and the relocation of non-capital functions in the region.

(ix) Organise the implementation of national industrial policies, supervise the implementation of industrial policies, and coordinate the resolution of major problems in implementation. It is responsible for the overall planning and integrated management of regional industrial development. Responsible for the comprehensive coordination of key industrial development, organisation of the formulation of comprehensive industrial policy, to do a good job with the national economy and social development planning, planning and balancing, the formulation of the region's industrial development work in the medium and long term plan and annual work plan. (J) Take the lead in promoting the reform and optimisation of business environment in the region. Responsible for co-ordinating the assessment and evaluation of the business environment in the region.

(K) is responsible for guiding the work of investment promotion in the region. Formulate and implement policies and measures to promote enterprise development and investment promotion, and coordinate the establishment and improvement of enterprise service system. Coordinate the promotion of enterprise listing and mergers and acquisitions. Guide and promote angel investment, venture capital, equity (industry) investment normative development.

(XVII) establish and improve the financial development service system, provide services for the national and Beijing financial management departments and financial institutions in the district. Coordinate the financial institutions in the district to serve the economic and social development of Dongcheng District. Responsible for co-ordinating and promoting the work of financial services for the real economy in the district. To guide and coordinate the development and management of financial human resources and the construction of financial talent team in the district.

(xviii) Assist the municipal financial management department to carry out the administrative examination and approval of microfinance companies, financial guarantee companies, regional equity markets, pawnbrokers, financial leasing companies, commercial factoring companies, and local asset management companies registered in the district and assist the municipal financial management department to supervise them in accordance with the law. Assist the municipal financial management department to strengthen the supervision of investment companies, farmers' professional co-operatives carrying out mutual credit assistance, social crowdfunding institutions, and local trading venues of various types within the jurisdiction.

(xix) Take the lead in the prevention and disposal of risks of financial institutions in the district, implement the responsibility of preventing and disposing of illegal fund-raising, and maintain the financial stability of the district. Cooperate with the municipal financial management departments to prevent and combat financial fraud, illegal securities and futures activities and other types of violations.

(XX) bear the region's public resources trading venues service management responsibilities.

1. Strengthen the planning co-ordination, implement the development strategies and unified planning system of the State and Beijing Municipality, improve the planning system of the district, improve the quality of planning, and give better play to the guiding role of development strategies and planning.

2. Improve the regulation system, innovate the way of regulation, promote the coordination and synergy of development planning, finance, financial and other policies, promote the development of new productivity, strengthen the economic monitoring, forecasting and early warning capabilities and economic development momentum research and reserve capacity, establish and improve the research and policy reserve mechanism for major issues, and enhance the foresight, relevance and synergy of regulation.

3. Deepen the simplification and decentralisation of government, and fully implement the negative list system for market access. Deepen the reform of the investment and financing system. Implement the requirements of price reform, enforce the municipal government pricing catalogue, and promote the pricing mechanism reflecting market supply and demand.
