Beijing Dongcheng District Government and Data Bureau Functional Information
Beijing Dongcheng District Government and Data Bureau is responsible for implementing the guidelines and policies of the Party Central Committee on government services and data management work, decision-making and deployment and the relevant work requirements of the Municipal Party Committee and the District Committee, and implementing the process of adhering to and strengthening the leadership of the Party on government services and data management work in the fulfilment of its duties. The main responsibilities are:

To formulate reform plans, programmes and relevant policies and measures and organise their implementation in accordance with the requirements of municipal departments. Optimise the effectiveness of government services, promote ‘efficiently do a thing’, coordinate, guide and supervise the implementation of major reform tasks of various departments. Standardise the management of administrative licensing and other government services in the region.
(B) is responsible for coordinating and promoting the construction of the district government service system. (c) Responsible for promoting, guiding, coordinating and supervising the work of open government information and open government affairs in the district. Coordinate the acceptance of applications from citizens, legal persons or other organisations for access to district government information in accordance with the law. To organise and promote the institutionalisation, informatisation and standardisation of open government affairs and policy management services. Coordinate the construction of open government affairs channels in the district government system. Promote, guide and supervise the construction and development of government websites and new media for government affairs in the district government system. Responsible for the management of the district government portal.
(d) Coordinate the construction of digital government affairs in the district. Coordinate the promotion of information sharing and business synergy between the district and the municipal government service platform. Coordinate the construction of government service informationisation and the management of government information security.
(e) Coordinate and promote the construction of smart cities and data work in the region. Organise the formulation of the region's planning on smart city, data and digital infrastructure, and promote the construction. Coordinate and promote the application and promotion of core technologies and key equipment in the field of data. Organise the implementation of the whole process management of information technology projects. Coordinate and promote the classification and hierarchical management of data resources, organise and promote the development and utilisation of public data resources and cross-sectoral interconnection of information resources across industries. Responsible for the integration, management and application services of government affairs data and related social data. It implements the construction of data foundation system for property rights, circulation, distribution and governance of data elements, organises the implementation of relevant indicator standards and norms, and promotes the construction of data element market. In the specific implementation of the data base system construction, data elements market construction, data standards and norms, data infrastructure construction and other duties, to perform the corresponding data security responsibilities, responsible for the development of relevant data security measures and organise their implementation.
