Hainan Provincial Department of Science and Technology Functional Information
Hainan Provincial Department of Science and Technology is a department of the provincial government in charge of science and technology and foreign experts in the province. Its main responsibilities are.
(a) to study, formulate and organize the implementation of the province's science and technology innovation work development planning and policy measures, draft relevant laws and regulations, put forward relevant policy recommendations, and build a science and technology innovation management system and international science and technology cooperation mechanism that is compatible with the construction of the Pilot Free Trade Zone (Free Trade Port) and in line with the laws of scientific research.
(b) Coordinate and promote the construction of the province's scientific and technological innovation system and the reform of the scientific and technological system, and improve the incentive mechanism for scientific and technological innovation in conjunction with relevant departments; optimize the construction of the province's scientific research system, guide the reform and development of scientific research institutions, promote the construction of enterprise innovation capacity, and undertake to promote the development of scientific and technological civil-military integration of the relevant work.
(C) study and put forward policies and recommendations to optimize the allocation of the province's scientific and technological resources, promote the construction of diversified scientific and technological investment system, coordinate the management of the province's financial science and technology plans and supervise the implementation.
(d) Organize and carry out analysis of the province's key areas of technological development needs, put forward major tasks and supervise the implementation. Coordinate the key common technology, leading-edge technology, modern engineering technology research and development and innovation.
(E) to formulate the province's major science and technology innovation base, platform development planning and supervise the implementation; organization and coordination of the province's major basic research and applied basic research, and promote the construction of scientific research conditions to ensure the open sharing of scientific and technological resources; guidance on the development of regional innovation, collaborative innovation capacity building, and promote the construction of science and technology parks; coordination of services for the national science and technology plan to land projects in Hainan.
(F) organization and formulation of the province's high-tech development and industrialization, science and technology to promote agricultural and rural areas and social development planning, policies and measures.
(VII) organization to formulate the province's scientific and technological achievements and promote the transfer and transformation of industry, academia and research and supervise the implementation of relevant policies and measures. (H) is responsible for the construction of the province's science and technology supervision and evaluation system and related scientific and technological assessment management, coordinating the construction of scientific research integrity, organizing the implementation of scientific and technological reporting system, guiding the province's scientific and technological confidentiality, scientific and technological statistics.
(IX) is responsible for the province's introduction of foreign intelligence work, the development of the introduction of foreign experts and guide the implementation of the plan, to undertake key foreign expert services; the development of the official overseas (overseas) training program and guide the implementation.
(J) to formulate the province's scientific and technological foreign exchanges and innovation capacity of open cooperation policies and measures, organization and implementation of foreign scientific and technological cooperation and scientific and technological personnel exchanges, responsible for intergovernmental bilateral and multilateral scientific and technological innovation cooperation and exchanges.

(XII) is responsible for the organization of the provincial science and technology awards and the provincial Coconut Island Memorial Award, Friendship Award review.
(xiii) Cooperate with the Talent Development Bureau of the Provincial Party Committee and the Provincial Department of Human Resources and Social Security to formulate policies on foreigners coming to work in Qiong.
(xiv) Completing other tasks assigned by the provincial party committee, the provincial government and higher authorities.
