Haikou Municipal Market Supervision Administration Functional Information
Haikou Market Supervision and Administration Bureau carries out the guidelines and policies of the Party Central Committee on market supervision and management and relevant laws and regulations, implements the decision-making and deployment of the provincial party committee and municipal party committee as well as the policies and measures for the construction of the Pilot Free Trade Zone of China (Hainan) and the Free Trade Port of Chinese Characteristics, and adheres to and strengthens the centralized and unified leadership of the Party over the work of the market, supervision and management of medicines and intellectual property rights in the process of fulfilling its duties. The main responsibilities are:
(a) To be responsible for formulating and organizing the implementation of policies and measures and development plans for the market, drug supervision and management and intellectual property rights in the city, drafting relevant draft laws and regulations, studying and proposing opinions and suggestions on the work of the city in promoting the construction of the Pilot Free Trade Zone of China (Hainan) with Chinese Characteristics and the construction of a free trade port with Chinese Characteristics in relation to the market, drug supervision and management and intellectual property rights, regulating and maintaining the market order, and accelerating the formation of the rule of law, internationalization, Facilitation of business environment and fair and open, unified and efficient market environment.
(ii) Responsible for organizing and implementing the strategy of strengthening the quality of the city, the strategy of food safety and the strategy of standardization.
(3) To be responsible for the administrative examination and approval of market supervision in the city, to formulate and improve the relevant system and workflow of service matters in the department, and to be responsible for the acceptance and examination and approval of administrative licenses related to market, drug supervision and management and intellectual property rights in accordance with the law.
(d) Responsible for organizing and guiding the comprehensive law enforcement of market, drug supervision and management and intellectual property rights in the city; responsible for organizing the integration and construction of law enforcement teams of market, drug supervision and management and intellectual property rights in the city and promoting the implementation of unified market supervision; responsible for organizing the investigation and handling of major, trans-regional and illegal cases referred by the higher authorities; and responsible for the standardization of administrative law enforcement behaviors.
(e) Undertaking unified anti-monopoly enforcement in the city. It is responsible for coordinating and promoting the implementation of competition policy and organizing the implementation of the fair competition review system; it is responsible for carrying out anti-monopoly enforcement work in accordance with authorization in accordance with the law, and conducting anti-monopoly review of the concentration of operators.
(f) To supervise and manage the market order in the city. It is responsible for supervising and overseeing the conduct of market transactions, online commodity transactions and related services in accordance with the law; cooperating with the relevant departments to do a good job in the construction of the business environment; organizing and guiding the investigation and handling of price and fee violations, unfair competition, illegal direct marketing, pyramid selling, infringement of trademarks, patents and intellectual property rights, as well as the sale of counterfeit and shoddy goods; guiding the development of the advertising industry and supervising and overseeing the advertisement activities; guiding the investigation and handling of unlicensed business and related unauthorized production and operation behavior; responsible for consumer rights and interests protection in accordance with the law.
(vii) Responsible for macro quality management in the city. It is responsible for coordinating quality development planning; coordinating quality infrastructure coordination services and applications; organizing the implementation of quality supervision system for major projects and equipment; organizing the investigation of major quality accidents; organizing the implementation of defective product recall system; and supervising and managing the anti-counterfeiting of products in accordance with the law.
(viii) Responsible for the supervision and management of product quality and safety in the city. Responsible for the organization and implementation of product quality and safety risk prevention and control, supervision and sampling; responsible for the establishment and implementation of quality grading system, quality and safety traceability system; responsible for the production of industrial products licensing management.
(IX) is responsible for the supervision and management of special equipment safety in the city. Responsible for the integrated management of special equipment safety inspection, supervision; responsible for supervision and inspection of energy-consuming special equipment energy-saving standards and boiler environmental protection standards.
(J) is responsible for the city's measurement management. (XII) is responsible for the city's certification and accreditation and inspection and testing supervision and management. Responsible for the organization and implementation of certification and accreditation, conformity assessment and inspection and testing supervision and management system; responsible for guiding the development of certification industry and testing industry; responsible for promoting the integration of testing and inspection resources and reform work, standardize the testing and inspection market, improve the testing and inspection system.
(M) is responsible for the city's market supervision and management of science and technology and information construction, news and publicity, external exchanges and cooperation, and other work, according to the provisions of the technical trade measures.
(XIV) is responsible for the city's food safety supervision and management of integrated coordination. It is responsible for the assessment and evaluation of the performance of food safety supervision and management responsibilities of the districts and relevant municipal departments; it is responsible for the construction of the food safety emergency response system, and organizes and coordinates the emergency response and investigation of major food safety incidents; it is responsible for the establishment of a sound system of direct reporting of important information on food safety; it specifies the division of authority for the supervision of food safety in accordance with the laws and regulations; and it is responsible for the day-to-day work of the Municipal Food Safety Commission.
(xv) Responsible for the supervision and management of food quality and safety. It is responsible for establishing a supervision and inspection system covering the whole process of food production, circulation and consumption, as well as a mechanism for investigating and managing hidden dangers, and organizing its implementation; it is responsible for preventing regional and systemic food safety risks; it is responsible for promoting the establishment of a mechanism for the implementation of the main responsibility of food production and operators, and for improving the food safety traceability system; it is responsible for organizing and carrying out supervision and inspection work of special food (including health food, food formulas for special medical purposes, and milk powder formulated for infants and young children) Supervision and inspection work; responsible for organizing and carrying out food quality and safety supervision and sampling, risk monitoring, verification and disposal and risk early warning, risk communication; in accordance with the provisions of the authority to deal with food quality and safety management of the administrative license; responsible for food production and operation of illegal acts of investigation and punishment; responsible for the organization and implementation of the jurisdiction of the major activities of the food safety protection work.

(XVII) is responsible for the supervision and management of the city's drugs, medical devices and cosmetics safety. Responsible for supervising the implementation of national and provincial laws and regulations on drugs, medical devices and cosmetics and related standards; responsible for the supervision and management of the quality and safety of drug business (retail segment), medical device business and use; responsible for the supervision and management of the quality and safety of cosmetics; responsible for carrying out the city's drug, medical device and cosmetic inspections and penalties; responsible for drug, medical device, cosmetic emergencies in emergency management; Responsible for drugs, cosmetics adverse reactions and medical devices adverse event monitoring related work; responsible for organizing and guiding the sampling work; with the implementation of the national basic drug system.
(xviii) Responsible for carrying out foreign exchanges and cooperation, safety publicity, education and training of drugs, medical devices and cosmetics in the city; responsible for promoting the construction of inspection and testing system, traceability system and credit system for drugs, medical devices and cosmetics.
(XIX) is responsible for the protection of intellectual property rights in the city. It is responsible for foreign cooperation and exchanges in intellectual property, and coordinates foreign-related intellectual property affairs; it is also responsible for education and publicity on intellectual property rights.
(xx) Responsible for establishing and improving the creation, utilization, management and service system of intellectual property rights in the city; responsible for guiding the intellectual property rights work of industries, parks and enterprises and institutions; responsible for strengthening the supervision of intellectual property rights service organizations; responsible for coordinating and guiding the business work of intellectual property rights service organizations in the city.
(XXI) Completing other tasks assigned by the municipal party committee, the municipal government and higher authorities.
