Haikou Municipal Ecological Environment Bureau Functional Information
Haikou City Bureau of Ecology and Environment carries out the implementation of the guidelines and policies of the Party Central Committee on ecological and environmental work and relevant laws and regulations, implements the decision-making and deployment of the provincial party committee and the municipal party committee and the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Free Trade Port of Chinese Characteristics, and adheres to and strengthens the Party's centralized and unified leadership of the work on ecological and environmental work in the course of performing its duties. The main functions are:
(a) To study, formulate and organize the implementation of policies, regulations and development plans for ecological environmental protection work in the city, to study and put forward opinions and suggestions on ecological environmental aspects related to the promotion of China (Hainan) Pilot Free Trade Zone and Free Trade Port with Chinese Characteristics in the city, and to promote the reform of ecological environmental protection.
(B) in conjunction with relevant departments to organize and supervise the preparation and implementation of key areas, watersheds, sea areas, groundwater, drinking water sources of ecological environment planning and water function zoning.
(iii) Responsible for the coordination, supervision and management of ecological and environmental issues. It takes the lead in coordinating the investigation and handling of environmental pollution accidents and ecological damage incidents; guides and coordinates the emergency response and early warning of ecological and environmental emergencies in the city; takes the lead in guiding the implementation of the system of compensation for ecological and environmental damages; coordinates the settlement of cross-regional disputes over environmental pollution; and co-ordinates and coordinates the ecological and environmental protection of key regions, river basins and sea areas.
(d) Supervise and manage the implementation of the city's emission reduction targets. Organize the development and supervision of the implementation of land and marine pollutant discharge control plans for all types of pollutants to determine the capacity of the atmosphere, water, ocean and other pollution; supervision and inspection of pollutant emission reduction tasks completed, the implementation of ecological environmental protection target responsibility system; organization and implementation of sewage licensing system.

(F) is responsible for putting forward the opinions on the arrangement of fixed asset investment and municipal financial funds in the field of ecological environment, and cooperating with the relevant departments to organize and implement them. Participate in guiding the promotion of circular economy and ecological environmental protection industry development.
(G) is responsible for the supervision and management of environmental pollution prevention and control. Formulate pollution prevention and control management system and supervise the implementation of the atmosphere, water, ocean, soil, noise, light, malodor, solid waste, chemicals, motor vehicles; in conjunction with the relevant departments to supervise and manage the ecological environmental protection of drinking water sources, organize and guide the work of urban and rural ecological and environmental remediation work, supervise and guide the management of agricultural surface pollution. In accordance with the unified deployment of the state, to do a good job of regional air pollution prevention and control work.
(H) guidance, coordination, supervision of ecological protection and restoration work, participate in promoting the national ecological civilization pilot area (Hainan) construction work. Organize the preparation of ecological protection planning; supervise the development and utilization activities of natural resources that have an impact on the ecological environment, the construction of important ecological environment and ecological damage restoration work; coordinate and supervise the protection of biodiversity, wildlife protection, wetland environmental protection; guide, coordinate and supervise the city's rural ecological environmental protection, guide the development of various types of ecological foundations and ecological demonstration zones construction work; with the relevant departments Supervision of biotechnology environmental safety, coordination of biological species (including genetic resources); participation in ecological protection compensation work.
(IX) is responsible for the supervision and management of nuclear and radiation safety. Supervision and management of the city's nuclear and radiation safety and environmental protection under the jurisdiction of the city, with the emergency response to radiation accidents.
(J) is responsible for the supervision and management of ecological environment access. According to the management authority to organize the approval or review of key development and construction areas, planning, project environmental impact assessment documents; organizations to carry out mandatory cleaner production of the first instance; the development and organization of the implementation of ecological environment access list.
(XI) is responsible for ecological environment monitoring work. Formulate and supervise the implementation of local ecological environment monitoring system, norms and standards; in conjunction with relevant departments to plan the unified ecological environment quality monitoring station setup, organization and implementation of ecological environment quality monitoring, supervisory monitoring of pollution sources, greenhouse gas emission reduction monitoring, emergency monitoring. Organize the investigation and evaluation of ecological environment quality status, prediction and early warning; organize the construction and management of ecological environment monitoring network and ecological environment information network, the establishment and implementation of ecological environment quality bulletin system, the release of ecological environment information and ecological environment status bulletin.
(XII) Responsible for responding to climate change. Coordinate the implementation of planning and policy measures to address climate change and greenhouse gas emissions reduction; responsible for the city's response to climate change and carbon emissions reduction in the daily work.
(M) carry out ecological environmental protection inspections. Cooperate with the central and provincial ecological environmental protection inspectors, coordinate the city's ecological environmental protection inspectors related work.
(XIV) organize, guide and coordinate ecological and environmental protection publicity and education work, organize and implement ecological and environmental protection publicity and education program, promote social organizations and public participation in ecological and environmental protection, guide ecological and environmental science and technology work.
(xv) Participate in international cooperation and exchanges on ecological environment, and participate in handling foreign affairs related to ecological environment.
(xvi) To accomplish other tasks assigned by the municipal party committee, the municipal government and higher authorities.
(xvii) Functional transformation: the Municipal Bureau of Ecology and Environment shall unify the exercise of ecological and urban and rural areas of various types of pollution emissions regulation and administrative law enforcement duties, and effectively fulfill the regulatory responsibility to fully implement the action plan for the prevention and control of air, water and soil pollution. To build a government-led, enterprise-oriented, social organizations and the public to participate in the ecological and environmental governance system, the implementation of the most stringent ecological environmental protection system, strictly abide by the ecological protection of the red line and the bottom line of environmental quality, and resolutely fight the battle of pollution prevention and control, to protect the city's ecological security.

Division of responsibilities with the Municipal Bureau of Agriculture and Rural Development:
(1) Municipal Bureau of Ecology and Environment on the implementation of unified supervision and guidance of agricultural and rural pollution management, together with the Municipal Bureau of Agriculture and Rural Development and other relevant departments to strengthen the pollution management of information sharing, regular consultation, supervision and evaluation, the formation of “one job, two responsibilities”, the work of the pattern of co-management.
(2) Municipal Agriculture and Rural Affairs Bureau is responsible for rural garbage and sewage management, agricultural pollution reduction and waste resource utilization.
