Guigang Municipal Bureau of Civil Affairs Functional Information
Guigang Bureau of Civil Affairs is responsible for implementing the guidelines, policies and decision-making arrangements of the Party Central Committee, the Party Committee of the Autonomous Region and the Municipal Party Committee on the work of civil affairs, and implementing the process of adhering to and strengthening the Party's overall leadership of civil affairs into the fulfilment of its duties. The main responsibilities are:
(a) to implement the development of civil affairs laws and regulations, policies and planning, formulate departmental regulations and standards and organise their implementation.
(b) Undertaking registration management and law enforcement supervision of social organisations such as social organisations and private non-enterprise units in accordance with the law.
(C) Implementing the relevant provisions of social assistance policies and standards of the higher authorities, strengthening the construction of the social assistance system, and taking charge of the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, and assistance for vagrants and beggars with no means of subsistence.
(d) Organising and studying the city's administrative division master plan ideas and proposals, in accordance with the administrative authority responsible for the establishment of administrative divisions, naming, changing and relocation of government sites and other review and approval, organising and guiding the county and township administrative boundaries of the survey and management work, responsible for the unified supervision and management of the city's work on geographical names, responsible for the city's important natural geographic entities of the naming, name change review and approval work.
(e) Organise and implement policies on the management of marriage registration, and promote the reform of marriage customs.
(F) Organising and implementing funeral management policies and service norms, promoting funeral reform, and carrying out funeral law enforcement supervision.
(vii) Implementing policies on the protection of the rights and interests of the disabled, and co-ordinating and promoting the construction of a welfare system for the disabled and the development of the rehabilitation and assistive device industry.
(viii) Undertaking the daily work of the Municipal Working Committee on Ageing. It organises the formulation and coordinates the implementation of policies and measures to actively cope with population ageing. It guides and coordinates the protection of the rights and interests of the elderly in the city. Organise the formulation of policies on social participation of the elderly in the city and organise their implementation.
(ix) Coordinating and promoting, supervising and guiding, supervising and managing the work of elderly services, organising and implementing the planning, policies and standards for the construction of elderly service systems, and undertaking the work of elderly welfare and assistance for the elderly in special difficulties.
(j) Organising and implementing policies and standards for children's welfare, protection of orphaned and abandoned children, children's adoption, and children's rescue and protection, and improving the care and service system for rural left-behind children, migrant children, and the protection system for children in difficult circumstances.
(XI) organisation and implementation of policies to promote the development of charitable undertakings, guide the work of social donations, responsible for the management of welfare lottery.
(XII) organise and implement the ‘Guigang Municipal Organs and Units Staff Sacrifice on Duty Determination Measures’.
(M) complete other tasks assigned by the municipal party committee and the municipal people's government.
Division of responsibilities with other departments:
(I) and the Municipal Health and Wellness Committee of the relevant division of responsibilities. The Municipal Bureau of Civil Affairs is responsible for organising the formulation and coordinating the implementation of policies and measures to actively respond to the ageing of the population and promote the development of the city's elderly care services; formulating and organising the implementation of the city's planning, policies and standards for the construction of the city's elderly care service system; and undertaking the work of welfare for the elderly and assistance for the elderly in special difficulties. The Municipal Health Commission is responsible for formulating policies and measures on the integration of medical care and nursing, and undertaking geriatric health work such as the prevention and treatment of geriatric diseases, medical care for the elderly, and mental health and care services for the elderly.
(ii) Division of responsibilities with the Municipal Natural Resources Bureau. The Municipal Bureau of Civil Affairs, in conjunction with the Municipal Bureau of Natural Resources, organises the compilation of an administrative map of Guigang City, which publishes information on the administrative division of the city.
