(a) Implementing the laws and regulations and policies of the State and autonomous regions relating to science and technology work. Formulate the city's innovation-driven development policies and measures, as well as science and technology development planning and policies and organise their implementation.
(b) Coordinate and promote the construction of the city's innovation system and reform of the science and technology system, and improve the incentive mechanism for technological innovation in conjunction with relevant departments. It guides the reform and development of scientific research institutions, promotes the construction of enterprises' scientific and technological innovation capacity, and undertakes the work related to the promotion of the development of scientific and technological civil-military integration. Coordinate the supervision and management of production safety of the city's science and technology system.
(c) Lead the establishment of a unified science and technology management platform at the municipal level and a mechanism for coordinating, evaluating and supervising scientific research projects and funds. In conjunction with relevant departments, it proposes policies and measures to optimise the allocation of scientific and technological resources, promotes the construction of a diversified scientific and technological investment system, coordinates the management of municipal financial and scientific and technological programmes (special projects, funds, etc.) and supervises their implementation.
(d) To formulate the city's basic research work plan and organise its implementation. (vii) Leading the construction of the city's technology transfer system, formulating policies and measures related to the transfer and transformation of scientific and technological achievements and the promotion of the integration of industry, academia and research, and supervising their implementation. Guide the development of science and technology services, technology market and technology intermediary organisations.

(J) to formulate plans, policies and measures for foreign exchanges in science and technology and open cooperation in innovation capacity, and organise domestic and foreign scientific and technological cooperation and exchange of scientific and technological personnel.
