Beijing Dongcheng District Landscape Architecture and Greening Bureau Functional Information
(a) To implement the laws, regulations, guidelines and policies of the State and Beijing Municipality on gardening and greening; to organise the implementation of local standards and norms of Beijing Municipality on gardening and greening; to study and formulate the development strategies and policies of gardening and greening in the district; to formulate the development plan of gardening and greening in the district, the detailed plan of greening system and the annual plan according to the overall plan of Dongcheng District and organise and supervise the implementation of the plan.
(b) Organise, guide and supervise the gardening and landscaping work in the district; be responsible for the establishment of the gardening and landscaping construction projects in the district and the supervision of the use of special funds; organise and co-ordinate the greening and landscaping and environmental layout work for major events and important festivals in the district; guide and supervise the inspection of maintenance and management work of the green areas and trees in the district.
(C) in conjunction with the relevant departments of the region's landscaping and greening administrative law enforcement; responsible for organising and carrying out landscaping and beautification of the legal system education and publicity work.
(D) according to law is responsible for the protection and management of the region's landscaping resources; is responsible for the registration of the region's old and valuable trees, the protection of the management and supervision; according to law on the tree felling and removal, occupation of green space, tree damage, such as checking and auditing; is responsible for the supervision and management of the urban green line in the region; according to law on the review of the green space, acceptance, follow-up supervision, etc.; is responsible for the urban greening on behalf of the acceptance of the land acquisition, construction and management work Organise and carry out investigation and assessment, dynamic monitoring and statistical analysis of landscaping and greening resources.
(E) is responsible for the protection of wild animals and plants in the region; organises the protection of biodiversity and plant germplasm resources in accordance with the law; organises and guides the monitoring, quarantine and prevention of pests in trees and green areas in the region.
(F) is responsible for the industrial management of the district's landscaping, supervise and guide the management and service work of the parks under the control of the district.
(VII) to formulate the region's scientific and technological development planning and annual plan of landscaping and greening, and guide the research, development and promotion of related scientific and technological projects; responsible for exchanges and cooperation in the field of landscaping and greening.
(H) bear the daily work of the Dongcheng District Greening Committee; responsible for the publicity, organisation and coordination, supervision and inspection of the activities of compulsory tree-planting for the whole population, adoption of green space, and creation of garden-style units and communities, as well as evaluation and commendation work.
(IX) is responsible for the industry's safety supervision and emergency management of emergencies; to strengthen the district management parks and public green space safety supervision and inspection work, take the lead in the corresponding industry; to strengthen the holiday parks, parks, water activities and large-scale activities in the venue of the safety supervision; responsible for the organisation of the coordination of trees, green areas of the work of flood prevention and rescue.
(J) within the scope of the department's responsibilities and powers to strengthen the central units in the region, the city units, the troops stationed in the region and the region's enterprises and institutions.
(K) is responsible for the region's geological parks, water conservancy scenic areas, aquatic wildlife nature reserves and other management.
