Beijing Dongcheng District Municipal Bureau of Culture and Tourism Functional Information
According to the Beijing Dongcheng District Institutional Reform Programme approved by the Municipal Party Committee and the Municipal Government, the responsibilities of the District Culture Committee and the District Tourism Development Committee will be integrated to form the District Culture and Tourism Bureau as a working department of the District Government. District Culture Committee and District Tourism Development Committee will no longer be retained.
The main responsibilities are:
(a) to implement the guidelines, policies and laws, rules and regulations of the State and Beijing Municipality on culture, cultural relics and tourism, combined with the actual situation of the district, to coordinate the planning of the development of culture and cultural relics and tourism in the district, to formulate the development plan and to organise the implementation of the plan.
(ii) responsible for the development of public culture in the region, responsible for the construction of public cultural service system and tourism public service system, in-depth implementation of cultural and tourism projects for the benefit of the people, and co-ordinate the promotion of the standardisation and equalisation of basic public cultural and tourism services. Guide the construction of key public cultural facilities and tourism facilities, management of public welfare digital film projection work.
(C) management of major cultural and tourism activities in the region, participate in the national, Beijing tourism overall image of foreign publicity and major promotional activities, organise the region's tourism foreign publicity and promotional activities.
(d) To be responsible for the protection and preservation of intangible cultural heritage in the district, and to promote the protection, inheritance, dissemination and development of intangible cultural heritage.
(e) Organise and implement the census, excavation, protection and utilisation of cultural and tourism resources in the region, coordinate and promote the development of tourism in the region, promote the integration of tourism and other industries, and promote the external cooperation and market promotion of culture and tourism.
(f) undertake the management and publicity work of cultural relics protection in the district. Responsible for the region's cultural relics census, identification and collection of cultural relics. In conjunction with the relevant departments responsible for the protection of historical and cultural neighbourhoods and supervision and management work, study and put forward the protection scope of cultural relics protection units and construction control zones.
