Beijing Dongcheng District Municipal Commission of Housing and Urban-Rural Development Functional Information
The main responsibilities of Beijing Dongcheng District Housing and Urban Construction Committee are:
(a) To implement the laws, regulations, rules and policies of the State and Beijing Municipality on housing and urban construction. Study the important issues of housing and urban construction in the district, and put forward policy recommendations.
(ii) To be responsible for the review and management of construction programmes of historical buildings. Responsible for the daily work of the Office of the Urban Work Committee of the District Party Committee and coordinates the promotion of urban work. Lead the work related to the bidding for the Central Axis. Lead the organisation and implementation of work related to the control plan of the core area. Coordinate the research on the policy of vacating cultural relics and organise its implementation.
(c) Responsible for coordinating the implementation of decision-making and deployment of urban renewal in the district. To formulate urban renewal plans for the district and organise their implementation. Responsible for organising the supervision of the implementation of urban renewal work.
(D) Responsible for the management of engineering construction in the district. Responsible for supervision and management of construction project bidding and engineering construction permit. Undertake the acceptance of fire protection for construction projects. Take the lead in organising the management of dust at construction sites of construction projects. Responsible for the implementation of building energy-saving renovation, wall material innovation and bulk cement policy measures.
(e) Responsible for the supervision of the quality of construction projects and construction safety in the district. Lead the organisation of construction safety inspection, organisation and coordination of the district construction engineering emergency command work. Organisation and coordination of construction site flood control, maintenance of safety and stability.
(F) implement the construction industry enterprises, real estate development enterprise credit management and real estate development project construction of relevant policies, laws and regulations. Undertake the region's real estate development enterprise qualification level approval and change of work. Carry out dynamic verification of the region's real estate development enterprises, construction industry enterprise qualifications and credit aspects.
(vii) Responsible for the coordination and scheduling of key projects and major projects. Provide coordination and service work for key construction projects of central state organs and central enterprises and institutions.
(viii) Implement the laws and regulations formulated by the State and Beijing Municipality on urban construction, engineering construction and construction industry. Responsible for the supervision and management of the construction market in the region, the supervision and management of the safety and quality of construction projects and other aspects of administrative law enforcement related work. Deepen the receiving and handling of complaints, services to the public demands. Implementation of the ‘street whistle, the department reported to’ mechanism, to assist the local problem solving.
(Ix) in accordance with the urban division of labour, responsible for the terms of reference of the construction of urban road construction project construction permit, project completion acceptance record, quality and construction safety supervision.
