Beijing Tongzhou Distric Municipal Science Technology Commission Functional Information
(a) Implementing the national innovation-driven development strategy and national and Beijing Municipal laws, regulations, rules and policies on science and technology, and drafting relevant government regulations in the district. Organise the development of science and technology in the region, science and technology to promote economic and social development planning, policies and organise their implementation.
(b) To undertake the work related to the promotion of the construction of the international science and technology innovation centre in the region, and to implement the key tasks related to the construction of the international science and technology innovation centre in the implementation of the programme and annual plan.
(c) Coordinate and promote the reform of the science and technology system in the region, and improve the incentive mechanism for technological innovation in conjunction with relevant departments. Optimise the construction of science and technology innovation system and science and technology service system in the region, be responsible for the services of new research and development institutions, promote the construction of scientific and technological innovation capacity of enterprises, and undertake to promote the development of scientific and technological civil-military fusion related work.
(d) Promote the construction of the major scientific and technological decision-making and consulting system in the region. Responsible for proposing science and technology development strategy. Propose the layout and priority development areas of science and technology development, formulate science popularisation and science communication planning, policies and organise their implementation.
(v) To take the lead in organising the cultivation and construction of national laboratories in the region, and to participate in the construction and operation of major scientific and technological infrastructures. It puts forward planning and policy recommendations on the protection of scientific research conditions, and promotes the construction of scientific research conditions and the opening and sharing of scientific and technological resources.
(vi) To organise and carry out analyses of technological development needs in key areas of the region, and put forward major tasks. Coordinate the promotion of key common technology, leading-edge technology, modern engineering technology, subversive technology research and development and innovation, and take the lead in organising major technology research and application demonstration.
(vii) Lead the establishment of the region's science and technology management platform and scientific research project funding coordination, evaluation and supervision mechanism. In conjunction with relevant departments, propose policies and measures for optimal allocation of scientific and technological resources, promote the construction of a diversified scientific and technological investment system, and coordinate the implementation of financial and scientific and technological programmes (special projects, funds, etc.). (k) Responsible for the construction of the region's science and technology supervision and evaluation system and related science and technology assessment management, co-ordination of the region's scientific and technological research integrity building work. Carry out scientific and technological assessment and evaluation, supervision and inspection work.
(XII) is responsible for the introduction of foreign intelligence in the region. Formulate plans and programmes for the introduction of foreign experts and organise their implementation. Establishment of foreign top scientists and their teams, foreign scientific and technological talent attraction and gathering mechanism and key foreign experts contact service mechanism. Formulate overseas (cross-border) training planning, policy and annual plan, and organise its implementation.
