Haikou Municipal Medical Protection Bureau Functional Information
Haikou Municipal Medical Security Bureau carries out the implementation of the Party Central Committee's guidelines and policies on medical security work and related laws and regulations, the implementation of the provincial party committee, the municipal party committee decision-making and deployment of China (Hainan) Pilot Free Trade Zone, the construction of free trade ports with Chinese characteristics of the policies and measures, and in the performance of their duties to adhere to and strengthen the centralized and unified leadership of the Party's work on medical security. The main responsibilities are:

(b) Responsible for implementing the supervision and management of the city's medical insurance fund, establishing and improving the safety prevention and control mechanism of the medical insurance fund, and promoting the reform of the payment method of the medical insurance fund.
(c) It is responsible for implementing medical insurance financing and treatment policies as well as dynamic adjustment and regional transfer and balancing mechanisms, coordinating urban and rural medical insurance treatment standards, and establishing and improving treatment adjustment mechanisms appropriate to the level of financing. It implements work related to the reform of the long-term care insurance system. It is responsible for the city's urban and rural medical assistance work.
(d) Responsible for the implementation of a unified urban and rural medical insurance catalog, payment standards and dynamic adjustment mechanism for medicines, medical consumables, medical service items and medical service facilities.
(e) Responsible for the implementation of policies on the prices of medicines, medical consumables, medical service items and charges for medical service facilities, as well as the mechanism for reasonably determining and dynamically adjusting the prices of medical services paid for by the medical insurance, promoting the establishment of a market-led mechanism for the formation of the prices of social medical services, and the establishment of a system for monitoring the prices of information and the dissemination of such information.
(vi) Responsible for implementing the bidding and purchasing policies for drugs and medical consumables, and promoting the construction of the bidding and purchasing platform for drugs and medical consumables.
(vii) It is responsible for formulating and organizing the implementation of the city's agreement and payment management methods for designated medical institutions. It establishes and improves the medical insurance credit evaluation system and information disclosure system, supervises and manages the medical service behaviors and medical expenses included in the scope of medical insurance, and investigates and punishes illegal acts in the field of medical insurance in the city in accordance with the law.
(viii) Responsible for the city's medical insurance management, public service system and information construction.
