Haikou Municipal Forestry Bureau Functional Information

(a) is responsible for formulating and organizing the implementation of the city's forestry-related policies and regulations and development planning, research and put forward the city to promote China (Hainan) Pilot Free Trade Zone, the construction of free trade port with Chinese characteristics of the forestry-related opinions and recommendations.

(B) is responsible for the city's forestry and its ecological protection and restoration and afforestation work. Organization and implementation of forestry and its ecological protection and restoration projects; guide the cultivation of public welfare forests and commercial forests, and bear the management of forest tree seedlings; bear the work of pest control and quarantine of forestry; supervision and management of desertification control; bear the forestry of climate change related work.

(c) Responsible for the supervision and management of the city's forests, wetland resources and nature reserves. Organize and supervise the implementation of the city's forest logging quota; be responsible for the management of the city's nature reserves, scenic spots, natural heritage and geoparks; guide the city's public welfare forests and management; be responsible for the city's wetland ecological protection and restoration work, the formulation of wetland protection planning, the implementation of the relevant national standards, the supervision and management of wetland exploitation and utilization; be responsible for the supervision and management of the city's various types of nature reserves; the formulation of various types of natural reserves planning, implementation of the relevant standards, and the supervision and management of the development and use of wetlands. 


(D) is responsible for the supervision and management of the city's terrestrial wildlife resources and rational development and utilization. Organize and guide the rescue and breeding of terrestrial wild animals and plants, habitat restoration and development, epidemic monitoring; supervision and management of terrestrial wild animals and plants hunting or collecting, domestication and breeding or cultivation, management and utilization, supervision and management of the import and export of wild animals and plants according to the division of labor.

(E) is responsible for promoting forestry reform; studying and promoting forestry reform, supervising the implementation of the collective forest rights system; formulating policies and measures for the development of rural forestry, safeguarding the legitimate rights and interests of forestry operators, and guiding the contracting and management of rural forest land; carrying out the work of returning ploughing land (ponds) to forests and wetlands; responsible for the protection of natural forests.

(F) is responsible for the implementation of comprehensive disaster prevention and mitigation planning requirements, organization and preparation of the city's forest fire prevention and control planning and guidance for implementation, guidance to carry out fire patrols, fire management, fire prevention facilities construction, etc.; organization and guidance to carry out fire prevention publicity and education, monitoring and early warning, supervision and inspection work.

(G) is responsible for the supervision and management of municipal forestry funds and state-owned assets; supervision and management of forestry central and provincial funds, municipal funds and state-owned assets, the forestry budget investment, financial funding arrangements proposed in accordance with the prescribed authority to declare, audit the provincial and municipal planning and annual plans for investment projects; organization and implementation of the city's forestry ecological compensation work.

(H) is responsible for forestry science and technology, education and foreign exchanges and cooperation; guide the development of the city's forestry industry; organization and implementation of the city's forestry industry and flower industry development planning; to carry out quality supervision of forest products.

(IX) guide the forestry work of the districts.

(J) to complete the municipal party committee, the municipal government and the higher authorities of other tasks assigned.
