Haikou Municipal Civil Affairs Bureau Functional Information

Haikou City Civil Affairs Bureau main responsibilities:

(a) is responsible for formulating and organizing the implementation of the city's policies and regulations relating to the development of civil affairs and development planning, study and put forward the city to promote the China (Hainan) Pilot Free Trade Zone, the construction of free trade port with Chinese characteristics of the development of civil affairs in terms of opinions and recommendations.

(b) Responsible for the registration and management of social organizations such as social groups and social service agencies in the city, registration management and law enforcement supervision of social organizations in accordance with the law, guiding social organizations to play the role of regulating the market order, industry supervision, industry self-regulation and mediation of trade disputes, and guiding the work of party building of social groups, social service agencies and community social organizations in the city.

(3) Responsible for formulating the city's social assistance policies and standards, coordinating the construction of the social assistance system, responsible for urban and rural residents' minimum subsistence guarantee, the assistance and sustenance of special-needs persons, temporary assistance, and assistance for vagrants and beggars with no means of subsistence, and guiding the work of checking the economic status of families in the context of social assistance. Coordinates and guides the screening and verification of vagrant beggars.

(D) is responsible for the formulation of the city's administrative division management policy and administrative boundaries, toponymic management and organization and implementation, is responsible for the municipal administrative boundaries of the survey and management work, is responsible for the investigation and mediation of boundary disputes; is responsible for the name of the administrative divisions of towns (streets) and districts, the naming of important natural geographical entities, name change and toponymic symbols of the setup and management of the work.

(e) Responsible for formulating policies on marriage management, promoting the reform of marriage customs, guiding the management of marriage service organizations in the city, and handling the work related to the registration of marriages between residents within the jurisdiction of the city and Hong Kong, Macao, Taiwan and foreigners in accordance with the law.

(f) To formulate policies on funeral and burial management, service norms and organize the implementation thereof in the city, to promote funeral and burial reform, and to guide the construction and management of cemeteries, eco-burials, and the construction and management of funeral parlors in the city. It supervises and inspects the implementation of funeral laws and regulations, and investigates and handles cases of funeral violations in conjunction with relevant departments.

(vii) To formulate and coordinate the implementation of policies and measures for actively coping with the aging of the population in the city, and to comprehensively coordinate, supervise, guide and organize the promotion of the development of the cause of the elderly; to guide and coordinate the protection of the rights and interests of the elderly, to organize and carry out publicity and education on the situation of the aging of the population, to formulate policies on the participation of the elderly in the society and to organize the implementation of the policies, to undertake the statistical surveys on the situation of the elderly population and the development of the cause of the elderly; to undertake the welfare work for the elderly, and to formulate and organize the development of the elderly's welfare work. Welfare work, the development and organization and implementation of welfare subsidy system for the elderly and the construction of elderly service system planning, policies, standards; coordination and promotion of care services for the elderly left behind in rural areas; guidance for the city's elderly services, welfare for the elderly, the management of rescue and support institutions for people in special hardship; participate in guiding and supervising the work of safety in elderly institutions.

(H) is responsible for formulating policies on the protection of the rights and interests of persons with disabilities in the city, and coordinating the promotion of the construction of the welfare system for persons with disabilities and the development of the rehabilitation assistive device industry.

(IX) is responsible for formulating and organizing the implementation of policies and standards for children's welfare, protection of orphaned and abandoned children, children's adoption and children's rescue and protection in the city; improving the care and service system for rural left-behind children and the protection system for children in difficult circumstances, and guiding the work of adoption in the city.

(J) is responsible for formulating policies to promote the development of charitable undertakings in the city, organizing and guiding the work of social donations, and is responsible for the issuance and management of welfare lotteries in the city.

(k) Responsible for the management of national, provincial and municipal funds allocated for civil affairs, guiding and supervising the use of funds for civil affairs, and responsible for the city's civil affairs statistics.

(xii) Guiding the civil affairs work of each district.

(xiii) Completing other tasks assigned by the municipal party committee and the municipal government.
