Haikou Municipal Science and Technology and Industrial Informatization Bureau

(A) is responsible for formulating and organizing the implementation of the city's science and technology, industry and informatization policies and regulations and development planning, research and put forward the city to promote China (Hainan) Pilot Free Trade Zone, the construction of a free trade port with Chinese characteristics of science and technology, industry and informatization of the opinions and recommendations.

(B) is responsible for coordinating and promoting the construction of the city's science and technology innovation system, reform of the science and technology system and the integration of science and technology and civil-military development, in conjunction with the relevant departments to improve incentives for technological innovation; is responsible for the management of municipal science and technology funding, scientific and technological achievements, scientific and technological incentives, the technology market, etc.; is responsible for the promotion of science and technology consulting, scientific and technological assessment, technology trading, and other public scientific and technological service platform.

(C) is responsible for researching and proposing policies and measures to optimize the allocation of scientific resources, coordinating the management of the city's science and technology plans and supervising their implementation; it is responsible for guiding and coordinating the work of high-tech development zones and promoting the development of high-tech industries; it is also responsible for guiding enterprises to carry out technological innovation, technological exchanges and the combination of “production, learning and research”, and strengthening quality management.

(d) Responsible for adjusting the layout of the city's industrial development; responsible for coordinating the construction of key industrial projects; responsible for monitoring and forecasting the city's industrial economic operation, coordinating and solving the major problems in the development of the industrial economy; responsible for proposing policies and recommendations to optimize the structure of the city's industrial and information industries; responsible for coordinating and promoting the construction of the supporting system for the industrial and information industries, and promoting the construction of key industrial and information industry chains.

(v) Responsible for establishing and improving the city's industrial and information service system and contact channels; responsible for cultivating and promoting the construction of the city's science and technology, industrial and information industry parks.

(vi) Responsible for coordinating the implementation of measures for the transformation of traditional industries using high and new technologies and solving problems in the promotion and application of major technologies and equipment; responsible for the comprehensive coordination and promotion of the national defense science and technology industry and the integration of the military and the people.

(G) Responsible for guiding, coordinating and promoting the reform and development of small and medium-sized enterprises in the city.

(viii) Responsible for coordinating and promoting the work of informatization in the city, guiding and coordinating the development of e-government in the city; responsible for coordinating and planning the development of “Internet +” in the city, coordinating and promoting cross-industry and cross-sectoral resource sharing and interconnectivity; responsible for guiding the layout of the information industry in the city and the adjustment of the structure of the products; responsible for guiding and coordinating the certification work related to the information enterprises and information products in the city. (ix) Responsible for coordinating the implementation of the Network Strengthening Program.

(ix) Responsible for coordinating the implementation of network power, big data, “Internet +” action, promoting the development of a new generation of information technology industry, and promoting the deep integration of the Internet, Internet of Things, big data, satellite navigation, artificial intelligence and the real economy.

(x) Responsible for assisting relevant departments to regulate the city's information service market in accordance with the law, supervise interconnection between networks, and ensure fair competition.

(xi) Responsible for formulating the planning of foreign communication in science and technology and open cooperation in innovation capacity; responsible for the introduction of foreign intelligence in the city; responsible for organizing and carrying out foreign scientific and technological cooperation and exchange of scientific and technological talents in the city.

(XII) is responsible for organizing and formulating plans for the construction of scientific and technological talents, establishing and improving the evaluation and incentive mechanism for scientific and technological talents, and promoting the construction of high-end scientific and technological innovation talents; it is responsible for the education and training of staff in the city's science and technology, industry and information technology systems and the training of personnel in the area of enterprise management.

(M) co-ordinate the city's science and technology development, organization and implementation of science and technology strategic planning, policy, resource allocation, and strengthen the implementation of science and technology plans and projects, science and technology parks, industry science and technology planning and other scientific and technological tasks and responsibilities.
