Hezhou Municipal Forestry Bureau Functional Information

Main Leader:

Chen Zhenxiong, male, born in November 1972, Han nationality, origin Guangxi Hezhou, participated in the work in July 1997, joined the Communist Party of China in January 1995, graduated from Guangxi University, majoring in forestry, university degree. Current position: Party Secretary of Hezhou Forestry Bureau.

Feng Liang, male, born in July 1979, Han nationality, origin Cenxi, Guangxi, joined the work in October 2002, joined the Jiu San Society in June 2019, graduated from Guangxi University, majoring in civil engineering, university degree. Current position: director of Hezhou Forestry Bureau, director of Hezhou Municipal Committee of Jiusan Society (concurrently).

Main responsibilities of the institution:

(a) Responsible for the supervision and management of the city's forestry and grassland and their ecological protection and restoration. To formulate policies, plans, standards and organise the implementation of the city's forestry and grassland and their ecological protection and restoration, and to organise the drafting of relevant normative documents and draft systems. Organise dynamic monitoring and evaluation of forest, grassland, wetland, desert and terrestrial wildlife resources.

(ii) Organise the city's forestry and grassland ecological protection, restoration and afforestation work. It organises and implements key ecological protection and restoration projects in forestry and grassland, guides the cultivation of public welfare forests and commercial forests, and guides and supervises compulsory tree-planting for the whole nation and urban and rural greening work. Guiding forestry and grassland pest control and quarantine work. Undertake forestry and grassland response to climate change related work.

(C) Responsible for the supervision and management of the city's forest, grassland and wetland resources. Organize the preparation and supervise the implementation of the city's forest harvesting limit and forest management programme. Responsible for the management of forest land, the development of forest land protection and use of planning and organisation and implementation, according to law to undertake construction projects using forest land administrative licensing. It is responsible for the delineation, adjustment and supervision of public welfare forests above the autonomous region level in the city, and for the protection of natural forests. Manage the forest resources of state-owned forest farms in the city. Responsible for grassland grazing ban, grass-animal balance and grassland ecological restoration and governance work, supervision and management of grassland development and utilisation. Responsible for wetland ecological protection and restoration work, the formulation of the city's wetland protection planning and related local standards, supervision and management of the development and use of wetlands.

(d) Supervision and management of the city's desertification control work. It organises and carries out desert surveys, organises and formulates plans for sand control, desertification prevention and control, and construction of sandy land closed protection zones, formulates relevant local standards, and supervises and manages the development and utilisation of sandy and rocky desertified land. It also organises and carries out the work of returning farmland (pasture) to forest and grassland.

(e) Supervision and management of the city's terrestrial wildlife resources. It organises surveys on terrestrial wildlife and plant resources, and draws up and adjusts the list of terrestrial wildlife and plants under key protection in the city. It guides the rescue and breeding of terrestrial wild animals and plants, the restoration and development of habitats, the monitoring of epidemics, the supervision and management of terrestrial wild animals and plants hunting or collecting, domestication and breeding or cultivation, management and use, and the supervision and management of the import and export of wild animals and plants in accordance with the division of labour.

(F) is responsible for the supervision and management of the city's various types of nature reserves. Formulate various types of nature reserves planning and related local standards. It proposes the examination and approval of new and adjusted national and local nature reserves and submits them for approval in accordance with the procedures, organises the examination and approval of the declaration of natural heritage, and examines and approves the declaration of dual natural and cultural heritage in conjunction with the relevant departments. (VII) is responsible for promoting the city's forestry and grassland reform-related work. Formulate the city's collective forest rights system, state-owned forests, grasslands and other reforms and supervise the implementation. (Ix) guide the city's state-owned forest capital construction and development. Responsible for the organisation of forest seeds, grass seed germplasm resources census, organisation of the establishment of germplasm resources database. Responsible for seed selection and breeding promotion, management of forest tree seedling, grass seed production and management behaviour, supervision of forest tree seedling, grass seed quality. Supervision and management of forestry and grassland biological germplasm resources, genetically modified organisms safety, plant variety protection.

(J) supervision and management of the city's forestry and grassland autonomous region-level funds and state-owned assets, put forward the city's forestry and grassland budget investment, financial funding arrangement proposals, according to the authority of the municipal people's government, review the city's planning and annual programme of investment projects. Participate in the formulation of forestry and grassland economic regulation policy, organisation and implementation of forestry and grassland ecological compensation work. Guide the work related to ecological poverty alleviation.

(XI) is responsible for the city's forestry and grassland science and technology, education and foreign affairs work. It guides the construction of the city's forestry and grassland talent team, organises and implements forestry and grassland foreign exchanges and co-operation affairs, and undertakes the compliance work related to the international conventions on wetlands, combating desertification, and endangered wild fauna and flora.

(XII) is responsible for the implementation of fire prevention and mitigation planning requirements, organising the preparation of forest and grassland fire prevention and control planning and protection standards and guide the implementation. It guides counties (districts) to carry out fire prevention patrols, fire management and construction of fire prevention facilities. Organise and guide the state-owned forest forest and grassland to carry out fire prevention publicity and education, monitoring and early warning, supervision and inspection work. If necessary, can be brought to the Municipal Emergency Management Bureau, in the name of the municipal emergency command structure, the deployment of the relevant prevention and control work.
