Guigang Municipal Medical Protection Bureau Functional Information
(a) Implement the laws and regulations, guidelines, policies and standards of the central government, autonomous regions and Guigang City regarding medical security and medicine prices. Formulate the city's medical security development planning, policies and standards, and organise the implementation, supervision and inspection.
(b) Organise and implement the supervision and management of medical insurance fund, establish and improve the risk prevention and control mechanism of medical insurance fund.
(iii) Implementing policies on medical insurance financing and treatment, coordinating urban and rural medical insurance treatment standards, and improving dynamic adjustment and regional transfer and balance mechanisms. It organizes and implements reform programmes for the long-term care insurance system.
(d) Implementing the medical insurance catalogue and payment standards for medicines, medical consumables, medical service items and medical service facilities, and establishing a dynamic adjustment mechanism.
(e) Implementing policies on the prices of medicines, medical consumables, medical service items and prices, and charges for medical service facilities; establishing a mechanism for the reasonable determination and dynamic adjustment of the prices of medical services paid for by the medical insurance scheme; promoting the establishment of a market-led mechanism for the formation of prices for social medical services; and establishing a system for price monitoring and information dissemination, and organising its implementation.
(f) Implementing policies on bidding and procurement of medicines and medical consumables and supervising their implementation; guiding the construction of bidding and procurement platforms for medicines and medical consumables.
(vii) Implementing and enforcing measures for the management of agreements with designated medical institutions. It promotes the reform of the payment system of the medical insurance fund, and carries out and implements payment management methods. Establishing and improving the service evaluation and assessment system and information release system for designated medical institutions. It supervises and manages the medical service behaviours and medical expenses included in the scope of medical insurance, and investigates and deals with violations of laws and regulations in the field of medical insurance in accordance with the law.
(viii) Responsible for the city's medical insurance management, public service system and information construction. It implements policies on the management of medical treatment in other places and the settlement of expenses. Establishing and improving the system of transferring and continuing medical insurance relations. Carrying out co-operation and exchanges in the field of medical insurance.
(ix) Completing other tasks assigned by the municipal party committee and the municipal people's government.
