Guigang Municipal Finance Bureau Functional Information

(a) Implementing the national guidelines and policies on finance and taxation and other relevant policies, formulating the city's financial and taxation development strategies, planning, policies and reform programmes and organizing their implementation. Formulate the city's financial distribution policy and improve the transfer payment system. Participate in the formulation of the city's economic policy, put forward the use of fiscal policy to implement macro-control recommendations.

(ii) Drafting local laws and regulations on fiscal, financial and accounting management, draft government regulations and tax policy adjustment programmes, and supervising their implementation.

(C) Responsible for the management of all financial revenues and expenditures at the municipal level. Prepare the annual draft budget of the municipal level and organise its implementation. (j) Responsible for the management and supervision of municipal investment project funds, participate in the formulation of the city's capital investment policies, the development of infrastructure financial management system.

(xi) Responsible for managing the city's accounting work, supervising and regulating accounting behaviours, organising the implementation of the national unified accounting system, guiding and supervising the business of certified public accountants and accounting firms, and guiding and managing social auditing. Manage the work related to asset appraisal in accordance with the law.

(XII) complete other tasks assigned by the municipal party committee and the municipal people's government.

(XIII) Functional transformation:

1. Improve the macroeconomic regulation and control system, innovate the way of regulation and control, build development planning, finance, finance and other policy coordination and work coordination mechanism, strengthen the city's economic monitoring, forecasting and early warning capabilities, establish and improve the research of major issues and policy reserve working mechanism, enhance the macroeconomic regulation and control of foresight, relevance and synergistic.

3. Preventing and resolving government debt risks. Standardise the debt financing mechanism, build a ‘closed-loop’ management system, strictly control the risk of debt within the legal limit, focus on preventing and controlling the risk of hidden debt, and firmly guard the bottom line of no systemic risk.

(XIV) Division of responsibilities:

Non-tax revenue management division of responsibilities. The Finance Bureau is responsible for formulating and organising the implementation of the centralised collection system for non-tax revenues from the State Treasury, and is responsible for the management of non-tax revenue accounts, collection methods, and refund of payments and refunds. The Tax Bureau and other departments are responsible for the declaration and collection of non-tax revenues, accounting for non-tax revenues, inspection of contributions, recovery of arrears and penalties for violation of laws in accordance with the relevant provisions of the centralised collection of non-tax revenues from the state treasury and other relevant regulations, and the collection information of relevant non-tax revenues shall be shared in a timely manner with the financial departments.
