Beihai Forestry Bureau Functional Information

I. Responsible for the supervision and management of the city's forestry and grassland and their ecological restoration. To formulate policies, plans and organise the implementation of the city's forestry and grassland and their ecological protection, and to organise the drafting of relevant local laws and regulations and draft government regulations. Organise dynamic monitoring and evaluation of forests, grasslands, wetlands, deserts and terrestrial wildlife resources, and connect the results of dynamic monitoring of forests, grasslands and wetlands with the results of basic surveys of natural resources and land change surveys. Carry out other special surveys and monitoring of forests, grasslands and wetlands as needed.

Second, the organisation of the city's forestry and grassland ecological protection and restoration and afforestation work. Organise and implement key ecological protection and restoration projects in forestry and grassland, guide the cultivation of public welfare forests and commercial forests, guide and supervise compulsory tree planting, afforestation and greening work. Responsible for the city's old and valuable trees protection and management. Guiding forestry and grassland pest control, quarantine work. Guiding the work of returning farmland (pasture) to forest and grassland. Undertake forestry and grassland response to climate change related work.

Third, responsible for the supervision and management of the city's forest, grassland and wetland resources. Organise the preparation and supervise the implementation of the city's forest harvesting limit and forest management programme. Responsible for forest land management, preparation of forest land protection and use planning and organisation of implementation. It is responsible for the delimitation, adjustment and supervision of public welfare forests above the autonomous region level in the city, and for the protection of natural forests. Manage the forest resources of state-owned forest farms in the city. Supervise and manage the ecological protection, restoration and development and utilisation of grassland and wetland. Responsible for the supervision of relevant administrative approval matters.

Fourth, responsible for the supervision and management of the city's desertification prevention and control and sand control work. Supervise and manage the development and utilisation of sandy and rocky desertification land.

V. Supervision and management of the city's terrestrial wildlife resources. Organise surveys on terrestrial wildlife resources. Propose the adjustment of the list of terrestrial wild animals and plants under national key protection in the city. Organise and guide the rescue and breeding of terrestrial wild animals and plants, habitat restoration and development, epidemic source and disease monitoring as well as disease prevention and control, supervise and manage the hunting or collection, domestication and breeding or cultivation, and management and use of terrestrial wild animals and plants. In accordance with the division of labour supervision and management of terrestrial wildlife import and export.

Sixth, is responsible for the supervision and management of the city's various types of nature reserves. Propose the review and approval of new and adjusted nature reserves and submit them for approval in accordance with the procedures, and organise and guide the declaration of world natural heritage and dual natural and cultural heritage in conjunction with the relevant departments. Eight, organisation, guidance, supervision of the city's industries on the development and utilization of forest and grassland resources. Implementation of the autonomous region of the optimal allocation of forestry and grassland resources and timber use policy, organisation and implementation of relevant forestry industry local standards. Formulate forest (grass) industry development planning and organise the implementation. Responsible for the city's wood (bamboo), flowers, forest (grass) product processing and comprehensive utilisation of industry management. Organise and guide the supervision of forest (grass) product quality. Supervision and management of the city's state-owned forest farms, nurseries. Guiding the construction of the city's forest parks and the development of forest tourism. Responsible for the city's forestry statistics.

Nine, guide the city's state-owned forest capital construction and development, is responsible for organising forest tree seeds, grass seed germplasm resources census, organising the establishment of germplasm resources database, responsible for the selection and breeding and promotion of good seeds, management of forest tree seedlings, grass seed production and management practices, supervision of the city's forest tree seedlings, grass seed quality, forestry and grassland biological germplasm resources, genetically modified organisms safety, precious trees, plant new variety protection.

Ten, is responsible for the implementation of integrated disaster prevention and mitigation planning requirements, guidance for fire patrol, fire management, fire prevention facilities construction. Organise and guide the development of fire prevention education, monitoring and early warning, supervision and inspection. If necessary, to the City Emergency Management Bureau, the city forest fire prevention headquarters and office in the name of the deployment of the relevant prevention and control work.

XII, responsible for the city's forestry and grassland science and technology, education and foreign affairs work, guiding the city's forestry and grassland talent team building, organising and implementing forestry and grassland foreign exchanges and cooperation affairs, assuming the wetlands, combating desertification, endangered wildlife and plants, and other international conventions related to the implementation of work.

XIII, is responsible for guiding the city's forest management system, the development of forest management system related supporting system, organisation and implementation of forest management system implementation supervision, inspection and assessment work.

XIV. Complete other tasks assigned by the municipal party committee and the municipal people's government.
