Beihai Municipal Finance Bureau Functional Information

(a) Implementing the policies of the State and autonomous regions on finance and taxation and other relevant policies, formulating the city's financial and taxation development plans, policies and reform programmes and organizing their implementation. Formulate the city's financial distribution policy and improve the transfer payment system. Participate in the formulation of the city's economic policy, put forward the use of fiscal policy to implement macroeconomic control recommendations.

(ii) Drafting draft government regulations on fiscal, financial and accounting management and tax policy adjustment programmes, and supervising their implementation.

(C) Responsible for the management of all financial revenues and expenditures at the municipal level. Prepare the annual draft budget of the municipal level and organise its implementation. It organises the formulation of standards and quotas for expenditure, and examines and approves the annual budgets of departments (units). (v) Organising the formulation of treasury management system, centralised treasury collection and payment system, and carrying out treasury cash management. It is responsible for formulating the government procurement system and supervising and managing it.

(VI) To formulate government debt management system and policies. Manage the city's external government debt. Carry out foreign financial exchange work. Responsible for non-trade foreign exchange management of administrative institutions and social organisations.

(VII) Take the lead in preparing reports on the management of state-owned assets. Under the authorisation of the Municipal People's Government, centrally and uniformly perform the duties of contributor of state-owned financial capital at the municipal level. To formulate unified rules and regulations for the management of state-owned financial capital in the city. To formulate rules and regulations on the management of state-owned assets of administrative institutions and organise their implementation, to formulate expenditure standards and expenditure policies that need to be unified across the city, and to manage state-owned assets of administrative institutions at the municipal level.

(viii) Preparing draft budgets for state-owned capital operation, formulating systems and methods for state-owned capital operation budgets, and being responsible for the management of income and expenditure of state-owned capital gains of enterprises at the municipal level. Organise the implementation of enterprise financial system.

(ix) Preparing the draft budget of the city's social insurance fund, formulating the financial management system of the relevant funds in conjunction with relevant departments, and undertaking the financial supervision of the social insurance fund.

(j) Responsible for the management and supervision of municipal government investment project funds, participate in the formulation of the city's capital investment related policies, the development of infrastructure financial management system.

(xi) Responsible for managing the city's accounting work, supervising and regulating accounting behaviour, organising the implementation of the national unified accounting system, assisting the higher-level financial departments in guiding and supervising the business of certified public accountants and local accounting firms, and guiding and managing social auditing. Manage the work related to asset appraisal in accordance with the law.

(xii) Coordinate the study of financial and economic policies, coordinate the solution of major financial issues, guide financial institutions to serve the development of the real economy, promote the healthy development of the city's financial market environment, and supervise, in accordance with the regulations, the microfinance companies, financial guarantee companies, regional equity markets, pawnbrokers, financial leasing companies, commercial factoring companies, and local asset management companies under its jurisdiction. Organise, coordinate or cooperate with relevant departments to combat all kinds of illegal financial activities within the jurisdiction, and prevent and resolve local financial risks.

(xiii) Complete other tasks assigned by the municipal party committee and the municipal people's government.

(XIV) Functional transformation:

1. implement the macro-control system, innovate the way of control, build development planning, finance, finance and other policy coordination and work synergy mechanism, strengthen the city's economic monitoring, forecasting and early warning capabilities, establish and improve the research on major issues and policy reserve working mechanism, enhance the implementation of macro-control forward-looking, targeted, synergistic.

2. Deepen the reform of the fiscal and taxation system. Accelerate the establishment of a modern financial system, promote the reform of the division of financial authority and expenditure responsibility, rationalise the financial relationship between the city level and counties (districts), improve the city to downward transfer payment system, and enhance the county (district) co-ordination capacity. Gradually unify budget allocation, fully implement performance management, and establish a comprehensive, standardised and transparent budget system with scientific standards and strong constraints. Fully implement the list management of government funds and administrative fees, and improve the supervision system. Promote the reform of the local tax system, and form a local tax system with unified tax laws, fair tax burden and moderate regulation.

3. Preventing and resolving government debt risks. Regulate the debt financing mechanism, build a ‘closed-loop’ management system, strictly control the risk of debt within the legal limit, focus on preventing and controlling the risk of hidden debt, and firmly guard the bottom line of no systemic risk.

(XV) The division of responsibilities:

1. The division of responsibilities for local tax administration. The Municipal Finance Bureau is responsible for making policy recommendations for the establishment of a sound local tax system in accordance with the authorisation, and within the scope of authority conferred by the national tax laws, it will work with the tax authorities to make recommendations on tax rate adjustments, tax reductions and exemptions, and so on.

2. The division of responsibilities for the management of state-owned assets of administrative institutions. Municipal Finance Bureau is responsible for the development of administrative institutions, state-owned assets management rules and regulations, and is responsible for the organisation and implementation and supervision and inspection. Municipal organs logistics service centre under the authority of the municipal government office (Municipal Organs Affairs Administration), is responsible for the municipal administrative institutions office planning, construction, ownership, transfer, use of supervision, disposal, maintenance and other management work, is responsible for the management of official vehicles.
