Beihai Natural Resources Bureau Functional Information

(a) To fulfil the responsibilities of owners of natural resource assets such as land, minerals, forests, grasslands, wetlands and water owned by all the people of the city, and the responsibilities of controlling the use of all land space. Implementation of the state, autonomous regions, natural resources and land space planning and mapping management and other laws and regulations, research and development of relevant local draft regulations, the development of related policies and implementation measures and supervision and inspection of the implementation of the situation.

IV. Responsible for the paid use of natural resources assets. To establish a statistical system for all natural resources assets in the city, and be responsible for accounting for all natural resources assets. Prepare a balance sheet of all natural resources assets and formulate assessment standards. It shall formulate policies on the allocation, transfer, leasing, capitalisation and land reserve of all natural resource assets in the city, and reasonably allocate all natural resource assets. It is responsible for the management of natural resource asset value assessment in the city, and the collection of related asset revenues in accordance with the law.

V. Responsible for the rational development and utilisation of the city's natural resources. Organisation and implementation of national and autonomous regions proposed natural resources development strategy and planning. It organises the formulation and implementation of annual land and other natural resources use plans. It is responsible for the diversion of land and other land space use. Responsible for the management of land requisition and expropriation.

VII. Responsible for urban development strategy and planning management. Carry out research on strategic urban development planning, be responsible for the review and approval of relevant plans and the preparation of approved plans, be responsible for the preparation and management of municipal infrastructure and comprehensive transport planning, and participate in the preparation of special plans such as transport. Co-ordinate the implementation of the construction project site pre-approval and siting advice, construction land (temporary) planning permit, construction works (temporary) planning permit issued by the management system.

Eight, responsible for the protection of historical and cultural cities. It is responsible for organising the preparation of protection plans for famous historical and cultural cities; it is responsible for delineating the purple line of historical and cultural districts and historical buildings, and formulating relevant management regulations and methods; together with the competent department of cultural relics, it is responsible for the approval and supervision of construction within the core protection scope of historical and cultural districts, towns and villages.

IX. Responsible for co-ordinating the ecological restoration of the city's land space. Take the lead in organising the preparation of ecological restoration planning for the land space and implementing major projects related to ecological restoration. It is responsible for the comprehensive improvement of land space, land consolidation and reclamation, and the restoration and management of mining geological environment. Take the lead in establishing and implementing an ecological protection compensation system, formulate prescribed measures for the reasonable use of social funds for ecological restoration, and organise and guide the implementation of major engineering projects. Organise the protection of mining relics.

X. Responsible for organising and implementing the strictest arable land protection system. Carry out the implementation of arable land protection policies, responsible for the quantity, quality and ecological protection of arable land. Organise the implementation of arable land protection responsibility target assessment and permanent basic farmland special protection. Implement the system of balancing the occupation and replenishment of arable land, and supervise the implementation of the compensation system for the occupation of arable land. Organise and guide the implementation and supervision and assessment of the work of the city's field system, undertake the day-to-day work of the field system at the municipal level, and organise the implementation of measures to curb the ‘non-agriculturalisation’ of arable land.

XI, responsible for managing the city's geological survey industry and geological work, as well as the city's mineral resources management. Organise and implement special geological and mineral exploration. Responsible for the prevention and management of geological disasters in the city, guiding the development of geological disaster group survey and prevention, professional monitoring and forecasting and early warning, etc., and cooperating with the emergency management department to do emergency rescue and other related work in geological disasters. Supervises and manages geological problems such as over-exploitation of groundwater and ground subsidence caused by it. XIII. Promote the development of science and technology in the field of natural resources in the city.
