Beihai Bureau of Commerce Functional Information

Article 1 These provisions are formulated in accordance with the ‘Beihai Municipal Institutional Reform Programme’ and the opinions on the implementation of Beihai Municipal Institutional Reform.

Article 2 The Beihai Municipal Bureau of Commerce (Municipal Port Office) is a governmental working department at the departmental level.

Article 3 The Beihai Municipal Bureau of Commerce implements the guidelines, policies and decision-making arrangements of the central government, autonomous regions and municipal party committees on commercial work, and adheres to and strengthens the Party's centralised and unified leadership of commercial work in the course of fulfilling its duties. The main responsibilities are:

(a) the implementation of the State and the autonomous region on domestic and foreign trade and international economic cooperation development strategies, policies; the formulation of the city's foreign trade, international economic cooperation, the development of domestic trade circulation planning and policy measures; study and put forward to promote the integration of domestic and foreign trade, the development of modern circulation methods of the proposal.

(b) Actively promote the city's opening up to the outside world, and take the lead in the work of the office of the city's special group for the reform of the opening-up and cooperation system.

(C) is responsible for promoting the structural adjustment of the circulation industry, accelerating the innovation of domestic trade circulation, promoting the supply-side structural reform of the circulation field, guiding the development of the commercial and trade service industry and community business, putting forward policy proposals to promote the development of small and medium-sized enterprises in commerce and trade, strengthening the development of the region's commercial and trade logistics industry, promoting the modern supply chain, cold-chain logistics, logistics and distribution, and the standardisation of circulation; promoting the development of chain management and commercial franchising and other modern circulation methods. Development; according to regulations on the circulation of refined oil, renewable resources recycling supervision and management.

(D) is responsible for steady growth of commercial and trade services, monitoring and analysing market operation, supply and demand of commodities, investigating and analysing commodity price information, forecasting and early warning and information guidance, and is responsible for market regulation and control according to the division of labour.

(E) is responsible for the preparation of urban commercial network planning, promoting the construction of wholesale markets for bulk products, commercial system construction and the integration of domestic and foreign trade in the construction of regional trade and logistics bases. Promote the construction of rural market system, organise and implement the rural modern circulation network project.

(F) is responsible for promoting the city's important product traceability system and business integrity system, in accordance with the provisions of the special circulation industry supervision and management.

(vii) formulate the city's e-commerce development plan, promote the city's e-commerce, cross-border e-commerce and information construction in the field of commerce and trade, and take the lead in the city's e-commerce into the countryside and e-commerce precision poverty alleviation.

(viii) formulate policies and measures to promote the high-quality development of foreign trade, and promote the optimisation and upgrading of various types of trade; organise the implementation of important commodity import and export plans issued by the state and autonomous regions to the city, monitor and analyse the operation of foreign trade, regulate the order of foreign trade operations, and guide the construction of foreign trade promotion system; study the proposed policies and measures to promote the development of the processing trade industry and organise their implementation.

(IX) guide the city's use of foreign investment, research and put forward policy recommendations to guide foreign investment; according to law, supervision and inspection of foreign-invested enterprises to implement laws and regulations and coordinate the solution of related problems; guide the city's national, autonomous regions and various types of economic and technological development zones.

(j) Guiding and supervising foreign contracted projects, labour cooperation, design and consultancy, etc.; guiding the protection of the rights and interests of expatriate labour and overseas employment; guiding the city's enterprises to set up foreign-invested enterprises (except for financial enterprises); participating in the promotion of the Pan-Beibu Gulf economic cooperation, and responsible for opening up to ASEAN.

(xi) formulate and organise the implementation of the city's port opening and construction planning; formulate policies and measures to facilitate customs clearance at ports; be responsible for guiding, coordinating and managing port-related work.

(xii) To be responsible for the organisation, coordination, guidance and supervision of the city's anti-smuggling work, and to organise and carry out joint special operations against smuggling.

(XIII) Complete other tasks assigned by the municipal party committee and the municipal people's government.

(XIV) Functional transformation.

1. transferring the supervisory and management responsibilities of pawnbrokers, financial leasing companies and commercial factoring companies to the Municipal Financial Work Office.

2. the organisation and implementation of important materials and emergency reserve materials storage, rotation and day-to-day management responsibilities transferred to the Municipal Development and Reform Commission.

3. transferring the responsibilities of organising, coordinating, guiding and supervising the city's anti-smuggling work and organising and carrying out joint special operations to combat smuggling from the Office of Combating Smuggling Comprehensive Management of the Municipal Political and Law Commission to the Municipal Bureau of Commerce.
