Beihai Emergency Management Bureau Functional Information

(a) Responsible for the city's emergency management work, guiding departments at all levels to respond to production safety, natural disasters and other emergencies and comprehensive disaster prevention, mitigation and relief work. Responsible for integrated supervision and management of production safety and supervision and management of production safety in the industrial, mining and trade sectors.

(d) Leading the establishment of a unified emergency management information system for the city, responsible for the planning and layout of the city's emergency management information transmission channels, the establishment of monitoring and early-warning and disaster reporting systems, the improvement of natural disaster information resource acquisition and sharing mechanisms, and the unified release of disaster information in accordance with the law.

(H) is responsible for the city's fire prevention work, guiding the county (district) fire supervision, fire prevention, fire fighting and other work. (1) The Municipal Emergency Management Bureau is responsible for organising the preparation of the city's overall emergency plan and special plans for production safety and natural disasters, comprehensively coordinating the convergence of emergency plans, and organising and carrying out plan drills. In accordance with the principle of hierarchical responsibility, it guides the emergency rescue of natural disaster category; organises and coordinates the emergency rescue of major and larger disasters and makes decisions in accordance with its authority; assists the municipal party committee and the municipal people's government in appointing the responsible person to organise the emergency response of larger and larger disasters. Organise the preparation of comprehensive disaster prevention and mitigation planning, guide and coordinate the prevention and control of forest fires, water and drought disasters, earthquakes and geological disasters of relevant departments; establish a unified information platform for emergency management in conjunction with the Municipal Natural Resources Bureau (Municipal Forestry Bureau), the Water Resources Bureau, the Meteorological Bureau and other relevant departments, set up a system for monitoring, early warning and reporting of disasters, improve the mechanism for obtaining and sharing natural disaster information resources, and unify and release disaster information in accordance with the law. It carries out comprehensive monitoring and early warning of multi-hazards and disaster chains, and carries out comprehensive risk assessment of natural disasters. Responsible for forest fire monitoring and early warning work, release forest fire risk and fire information.

(2) The Municipal Natural Resources Bureau (Municipal Forestry Bureau) is responsible for implementing the relevant requirements of comprehensive disaster prevention and mitigation planning, organising the compilation of geological disasters, forest fire prevention and control planning and protection standards and guiding their implementation; organising, guiding, coordinating and supervising the investigation and evaluation of geological disasters as well as the census, detailed investigation and investigation of hidden hazards; guiding the development of work on mass prevention and group monitoring, professional monitoring, and forecast and early-warning; guiding the development of engineering governance of geological disasters; and undertaking the Geological disaster emergency rescue technical support work; guidance to carry out fire patrols, fire management, fire prevention facilities construction work; organisation and guidance of state-owned forest forests to carry out fire prevention publicity and education, monitoring and early warning, supervision and inspection work.

(3) Municipal Water Resources Bureau is responsible for the implementation of comprehensive disaster prevention and mitigation planning requirements, organising the preparation of flood and drought disaster prevention and control planning and protection standards and guiding the implementation; undertake monitoring and early warning of water and drought conditions and drought and typhoon disaster prevention; organise the preparation of the important rivers and lakes and important water projects to prevent floods and droughts scheduling and emergency water dispatching programme, according to the procedures for approval and organisation of the implementation; undertake the defence of the emergency flood emergency rescue technical support work; undertake typhoon prevention and control work. (4) When necessary, the Municipal Natural Resources Bureau (Municipal Forestry Bureau), the Water Resources Bureau and other departments may request the Municipal Emergency Management Bureau to deploy relevant prevention and control work in the name of the Municipal Emergency Management Committee.

Division of responsibilities with the Municipal Development and Reform Commission in respect of municipal disaster relief supplies reserves.

(1) The Municipal Emergency Management Bureau is responsible for putting forward the reserve demand and decision-making on the use of municipal disaster relief supplies, organising the preparation of the municipal disaster relief supplies reserve planning, catalogue of varieties and standards, and determining the annual acquisition plan in conjunction with the Municipal Development and Reform Commission and other departments, and issuing instructions for the use of the supplies according to the needs.

(2) The Municipal Development and Reform Commission is responsible for the storage, rotation and daily management of the city's disaster relief materials according to the city's disaster relief materials reserve planning, catalogue of varieties and standards, and the annual purchase plan, and organises the transfer of materials according to the procedures of the Municipal Emergency Management Bureau's mobilisation instructions.
