Beihai Education Bureau Functional Information
Beihai Municipal Education Bureau is a working department of the Municipal Government at the departmental level. The Leading Group of Education Work of the Municipal Party Committee is a deliberative and coordinating organ of the Municipal Party Committee, and the Office of the Leading Group of Education Work of the Municipal Party Committee is located in the Municipal Education Bureau.
Beihai Municipal Education Bureau implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the Party Committee of the Autonomous Region and the Municipal Party Committee on education work, and adheres to and strengthens the Party's overall leadership of education work in the course of fulfilling its duties. The main responsibilities are:
(a) the implementation of laws and regulations on education, the Central Committee, the autonomous regional party committee and the municipal party committee on education decision-making and deployment. The formulation of the city's education reform and development of reform and development of policies and planning, organisation and implementation of policies and regulations on education work.
(b) Responsible for guiding the city's education system, party building, theory and propaganda, united front and the work of the Communist Youth League. It is responsible for the overall planning and coordinated management of all levels and types of education in the city, guiding primary and secondary schools, kindergartens and secondary vocational and technical schools to do a good job in planning and construction and educational and teaching reforms, and is responsible for the city's education information statistics, analyses and releases.
(d) Responsible for the overall management of education funding, participating in the formulation of policies on education funding, education appropriation, student financial assistance, and investment in education infrastructure, and responsible for statistics on the city's investment in education funding.
(v) Responsible for the reform and development of basic education. It is responsible for promoting the balanced development of compulsory education and equity in education, for the macro-guidance and coordination of compulsory education, and for guiding the work of general high school education, pre-school education and special education. It formulates basic requirements for teaching in basic education, participates in the validation of teaching materials for local curricula in basic education, validates the catalogue of books for primary and secondary schools, and comprehensively implements quality education.
(vi) Responsible for the reform and development of vocational education. It organises and carries out assessment of vocational education. It guides counties (districts) and relevant departments to do a good job in the layout of vocational education schools and professional restructuring, etc., and guides the construction of vocational education teaching materials and employment guidance.

(XI) is responsible for the city's language and writing work, formulates plans and programmes for the city's language and writing work, guides the standardisation of language and writing, and supervises and inspects the application of language and writing. It guides the promotion of Putonghua and the training of Putonghua teachers.
(xii) Responsible for the foreign cooperation and exchange work of the city's education system. Participate in the international promotion of the Chinese language. Coordinate the management and guidance of educational cooperation and exchanges with Hong Kong, Macao and Taiwan. Assisting in the management of foreign teachers and experts in the education system.
(xiii) Responsible for the city's education informatisation work. Formulate the city's education system information technology planning and planning and organising the implementation.

Improve the policies and measures for the management of private education, formulate policies and plans for the development of the city's private education in accordance with the law, regulate the order of running schools, and promote the healthy development of private education.
