(a) To formulate and organise the implementation of the city's strategic policy of innovation-driven development, as well as the planning and policies for scientific and technological development and the introduction of foreign intelligence.
(b) Coordinate and promote the construction of the city's innovation system and reform of the science and technology system, and improve the incentive mechanism for technological innovation in conjunction with relevant departments. Optimise the construction of scientific research system, guide the reform and development of scientific research institutions, promote the construction of enterprises' scientific and technological innovation capacity, undertake to promote the development of scientific and technological civil-military fusion related work, and promote the construction of the city's major scientific decision-making and consulting system.
(c) Lead the establishment of a unified municipal science and technology management platform and scientific research project funding coordination, evaluation and supervision mechanism. In conjunction with relevant departments, it proposes policies and measures to optimise the allocation of scientific and technological resources, promotes the construction of a diversified scientific and technological investment system, coordinates the management of municipal financial and scientific and technological programmes (special projects, funds, etc.) and supervises their implementation.
(d) To formulate the planning, policies and standards of municipal basic research (municipal natural science research and scientific and technological industrial innovation achievement transformation fund) and organise its implementation, and to organise and coordinate the municipal major basic research and applied basic research. It also formulates plans for the construction of major scientific and technological innovation bases and supervises their implementation, participates in the preparation of plans for the construction of major scientific and technological infrastructures and supervises their implementation, takes the lead in organising the construction of national and autonomous regional laboratories, and promotes the construction of scientific research conditions and security, and the open sharing of scientific and technological resources.
(e) Preparing the planning and supervising the implementation of major scientific and technological projects in the city, coordinating the research and development and innovation of key common technologies, leading-edge leading technologies, modern engineering technologies and subversive technologies, and taking the lead in organising major technological research and demonstration of application of achievements. Participate in the coordination of major scientific programmes and scientific projects.
(vi) To organise and formulate plans, programmes and measures for the development and industrialisation of high and new technologies, and for the promotion of science and technology in agriculture, rural areas and social development. Organise the analysis of technological development needs in key areas, put forward major tasks and supervise their implementation.
(vii) Lead the construction of the city's technology transfer system, formulate relevant policies and measures for the transfer and transformation of scientific and technological achievements and the promotion of the integration of industry, academia and research, and supervise their implementation. Guide the development of science and technology services, technology market and technology intermediary organisations.
(H) co-ordinate the construction of regional science and technology innovation system, guide the development of regional innovation, rational distribution of scientific and technological resources and collaborative innovation capacity building, and promote the construction of science and technology parks.
(ix) Responsible for the construction of science and technology supervision and evaluation system and related science and technology assessment management, guiding the reform of science and technology evaluation mechanism, and coordinating the construction of scientific research integrity. It organises and implements the city's innovation survey and science and technology reporting system, and guides the city's scientific and technological confidentiality work.
(j) To formulate plans, programmes and measures for foreign exchanges in science and technology and open cooperation in innovation capacity, and to organise domestic and foreign scientific and technological cooperation and exchange of scientific and technological talents. Guide the relevant departments and counties (districts) foreign scientific and technological cooperation and exchange of scientific and technological personnel.
(K) is responsible for the introduction of domestic and foreign intellectual work. To formulate the city's focus on the introduction of foreign experts, domestic high-end scientific and technological innovation talent master plan, plan and organise the implementation of the establishment of domestic and foreign scientists, team attraction and gathering mechanism and domestic and foreign experts to contact the service mechanism. Draw up the overall plan and annual plan for overseas training and supervise its implementation.

The formation and adjustment of scientific research organisations will no longer be subject to review, with emphasis on strengthening the planning layout and performance evaluation. The evaluation mechanism for scientific and technological talents will be further improved, a sound evaluation system and incentive policy for scientific and technological talents oriented to innovation ability, quality, contribution and performance will be established, and the city's scientific and technological talent team building and the introduction of foreign intelligence will be co-ordinated.
