Wuzhou Municipal Development and Reform Commission is a working department of Wuzhou Municipal People's Government, at the department level.
Wuzhou Municipal Development and Reform Commission implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the Party Committee of the Autonomous Region and the Municipal Committee of the Communist Party of China on the work of development and reform, food and material reserves, opening up and fusion to the east, economic development of the west of the Pearl River Delta, big data development, national defence mobilisation, and people's air defence, etc., and adheres to and strengthens the Party's overall leadership on the work of development and reform, food and material reserves, opening up and fusion to the east, economic development of the west of the Pearl River Delta, big data development, national defence mobilisation, People's Air Defence and other work to implement the overall leadership of the Party in the performance of duties. The main responsibilities are:
(i) To formulate and organise the implementation of the city's national economic and social development strategy. Organise and carry out assessment and supervision of major strategic planning, major policies and major projects, and make relevant adjustment recommendations.
(c) Coordinate the city's national economic and social development of the main objectives, monitoring forecasts and early warning of the city's macroeconomic and social development trends, and put forward macroeconomic regulation and control policy recommendations. Comprehensively coordinate the city's macroeconomic policies, and lead the study of macroeconomic response measures. Regulate the city's economic operation and coordinate the solution of major problems in economic operation. Participate in the formulation of fiscal, financial and land policies.
(d) Guiding the promotion and comprehensive coordination of work related to the city's economic system reform, and putting forward relevant reform proposals. Organise the promotion of supply-side structural reform. Coordinate and promote the construction of a high-standard market system, the property rights system and the reform of the market-based allocation of factors. Promote the improvement of the basic economic system and modern market system, and organise the implementation of the market access negative list system in conjunction with relevant departments. Propose policy recommendations to promote the optimisation of the city's state-owned economic layout and structural adjustment.
(e) Coordinate the work related to creating a domestic and international double-circle market operation facilitation place in Wuzhou, organise the formulation and promote the implementation of major planning, major policies and major projects to undertake industrial transfer and development, promote the facilitation of all-round and whole-process facilitation of investment, production and manufacturing, trade and consumption, etc., and actively serve and integrate into the new development pattern.
(vi) To organise the formulation and promotion of the implementation of major planning, policies and measures for the city's participation in the construction of a new pattern of opening up to the outside world, and to organise the formulation of major policies for the city's participation in the national ‘Belt and Road’ initiative. Coordinate the construction of an international channel facing ASEAN, the creation of a new strategic pivot point for opening up and development in the southwestern and central-southern regions, and the formation of an important gateway for the organic convergence of the ‘Belt and Road’ and major issues.
(vii) Proposing strategies, planning, aggregate balance and structural optimisation policies for the utilisation of foreign capital and outbound investment. (viii) Responsible for the comprehensive management of the city's investment, and the formulation of the total scale of fixed asset investment, structural control objectives and policy measures. In conjunction with the relevant departments to formulate the government investment project approval authority and government-approved fixed asset investment project catalogue. According to the division of labour to arrange the city's financial construction funds, in accordance with the prescribed authority to approve, approve, review and record major projects. Propose policy measures to improve the compensation mechanism for ecological protection, and comprehensively coordinate the promotion of environmental protection industry and cleaner production. Propose energy consumption control targets and organise their implementation.
(xvi) Take the lead in promoting the city's optimisation of the business environment, organise the formulation of major policies to optimise the business environment, and co-ordinate the optimisation of the business environment on major issues.
(xvii) Optimising the environment for the development of the private economy, organising the formulation of policies and measures to promote the development of the private economy, and formulating policies to promote the development of private investment. It shall establish and improve the regular communication mechanism with private enterprises, and coordinate and solve major problems in the development of the private economy. Coordinate and support the development and growth of the city's private economy.

(xxi) Responsible for the management of the city's energy industry, drafting normative documents related to energy development and supervision and management, formulating and organising the implementation of the city's energy development strategies, plans and policies, and coordinating major issues in energy development and reform. Responsible for energy conservation and comprehensive utilisation of resources in the city's energy industry, connecting energy production and construction and the balance of supply and demand. Responsible for the city's energy forecasting and early warning, participate in energy operation regulation and emergency security.
(XXII) organise and guide the city's electric power market-oriented trading work, regulate the order of the electric power market, responsible for electric power administrative law enforcement, supervision of the fair opening of oil and gas pipeline network facilities. Responsible for the supervision and management of the city's electric power production safety, reliability management and electric power emergency response, according to law, organise or participate in the electric power, oil and gas production safety accident investigation and handling.
(xxiii) Organising the formulation and implementation of medium- and long-term planning, resettlement planning and investment plans for the follow-up support of the city's reservoir migrants and poverty alleviation relocation.
