Beijing Dongcheng District Municipal Bureau of Statistics Functional Information
(A) Dongcheng District Bureau of Statistics main responsibilities
1. To implement the laws, regulations, rules and statistical systems and standards of the State and Beijing Municipality on statistics, and to formulate the statistical systems and standards of the district; to supervise and inspect the implementation of the statistical laws, regulations, rules and statistical systems and standards; to assume the responsibility of organising, leading and co-ordinating the statistical work of the district, and to ensure the truthfulness, accuracy and timeliness of the statistical data.
2. To be responsible for the implementation of the national economic accounting system, to organise and implement the national economic accounting system and input-output surveys in the region, to account for the regional gross domestic product, and to compile and provide national economic accounting information.
3. Responsible for organising and implementing the census of population, economy and other major national conditions and forces in the region, as well as the census of major city conditions and forces and special surveys; formulating the census of major district conditions and forces and special surveys in conjunction with the relevant departments and organising the implementation of the plans and programmes; summarising, collating and providing statistical data relating to the conditions and forces in the region.
4. To be responsible for organising and implementing statistical surveys on various sectors of the national economy of the region, collecting, summarising, collating and providing statistical data on such surveys, and comprehensively collating and providing basic statistical data on geological surveys, transport, postal services, education, health, social security, public utilities and other basic statistics for the region as a whole.
5. To be responsible for organising and implementing statistical surveys on energy, investment, price, income, science and technology, population, labour force, tourism, basic social development, basic environmental conditions, etc., to collect, summarise, collate and provide statistical data on the relevant surveys, and to comprehensively collate and provide basic statistical data on the whole region, such as resources, housing, foreign trade and foreign economy.
6. To be responsible for organising and coordinating economic, social, scientific and technological and resource and environmental statistical surveys of various departments, to unify the approval, management and publication of basic statistical information of the whole region, and to regularly release statistical information on the national economy and social development of the region.
7. To be responsible for statistical analysis, statistical forecasting and statistical supervision of the national economy, social development, scientific and technological progress and resource environment of the district, and to provide statistical information and consulting suggestions to the district party committee, the district government and relevant departments.
8. Approve or record the statistical survey projects of various departments in accordance with the law, guide the basic work of professional statistics and the construction of statistical grass-roots business infrastructure, establish and improve the system of reviewing, monitoring and evaluating the quality of statistical data, and carry out reviewing, monitoring and evaluating the important statistical data.
9. To be responsible for research and publicity of statistical work, and to serve for the promotion of regional economic and social development; to be responsible for the education and training of statistical cadres and the accreditation of statistical practitioners.
10. Responsible for formulating the construction plan of statistical information project, establishing, improving and managing the statistical information automation system and statistical database system; organising the establishment and management of the basic database of macroeconomic and social development, formulating and organising the implementation of the basic standards and operation rules of statistical database and network.
11. To be responsible for managing and leading the work of administrative organisations dispatched by the Bureau and the affiliated institutions; to be responsible for the special statistical work in functional areas.
12. Assisting the Beijing Municipal Bureau of Statistics in managing the Dongcheng Branch of the Beijing Municipal Urban Social and Economic Survey Team and the Dongcheng Branch of the Beijing Municipal Commercial and Economic Survey Team; and completing various statistical tasks assigned by the State and Beijing Municipality.
13. Strengthening the services for the central units in the district, municipal units, troops in the district, and enterprises and institutions in the district within the scope of responsibilities of the department.
14. Undertake other matters assigned by the district government and the Beijing Municipal Bureau of Statistics.
(B) Dongcheng District Economic and Social Survey Team main responsibilities
It is responsible for organising and implementing special economic and social statistical surveys and routine statistical surveys in the region, conducting statistical analyses and data quality checks and assessments; assisting in the work related to statistical supervision in the region.
