Beijing Dongcheng District Emergency Management Bureau Functional Information

(a) is responsible for emergency management in the district, guiding the departments and streets (areas) to respond to production safety, natural disasters and other emergencies and comprehensive disaster prevention, mitigation and relief work. Responsible for integrated supervision and management of production safety and supervision and management of production safety in the industrial, mining and commercial sectors.

(c) Guiding the construction of the emergency plan system in the region, establishing and improving the system of graded response to accidents and natural disasters, organising the compilation of the overall emergency plan of the region and special plans for safety production and natural disasters, comprehensively coordinating the work of convergence of emergency plans, organising and carrying out plan drills, and promoting the construction of emergency evacuation facilities.

(d) To take the lead in establishing a unified emergency management information system in the region, be responsible for the planning and layout of information transmission channels, establish a monitoring and early warning and disaster reporting system, improve the mechanism for obtaining and sharing natural disaster information resources, and unify the release of disaster information in accordance with the law.

(E) organise, guide and coordinate the emergency response and rescue of production safety and natural disasters in the district, comprehensively study and judge the development of emergencies and put forward proposals for response, and assist the district party committee and the district government in organising the emergency response to disasters by the designated person in charge of the work.

(F) unified coordination and command of the region's various types of emergency professional teams, the establishment of emergency coordination mechanism, to promote the command platform docking, connecting the People's Liberation Army and the Armed Police Force to participate in the emergency rescue work, and guidance of the region's comprehensive fire rescue team to carry out the relevant emergency rescue work.

(g) Coordinate the construction of emergency rescue forces in the district, responsible for organising the construction of professional emergency rescue forces such as firefighting, flood rescue, earthquake and geological disaster rescue, production safety accident rescue, etc., and guiding the construction of comprehensive emergency rescue forces and the construction of emergency rescue forces in various streets (districts) and the society.

(H) is responsible for the management of fire protection in the district.

(xvii) Undertake the specific work of the District Emergency Response Committee, responsible for planning, organising, coordinating, guiding and inspecting the work of responding to emergencies in the district and the construction of emergency management plans, institutions, mechanisms and legal system. Undertake the District Work Safety Committee, District Fire Safety Committee, District Flood Control Emergency Command, District Disaster Prevention and Mitigation (Earthquake) Emergency Command specific work.

(XX) Functional transformation. District Emergency Management Bureau shall strengthen, optimise and co-ordinate the construction of emergency response capacity in the whole district, build a unified leadership, consistent powers and responsibilities, authoritative and efficient emergency response capacity system, and promote the formation of a unified command, specialised and permanent, responsive, up and down linkage, combination of peace and war of Chinese characteristics of the emergency management system. The first is to adhere to the combination of prevention-oriented, prevention, resistance and relief, and the unity of normal disaster reduction and extraordinary disaster relief, and strive to achieve the change from focusing on post-disaster relief to focusing on pre-disaster prevention, from responding to a single type of disaster to a comprehensive change in disaster mitigation, and from disaster loss reduction to disaster risk reduction, to improve the level of emergency management in the region and the ability to prevent, mitigate and save disasters, and to prevent and resolve serious and large-scale security risks. Second, adhere to the people-centred approach, put the safety of people's lives in the first place, ensure the basic livelihood of people affected by disasters, strengthen emergency plan drills, enhance the awareness of disaster prevention and mitigation among the entire population, improve the public's knowledge dissemination and self-rescue and mutual-help skills, and effectively reduce the number of casualties and property losses. Third, establish the concept of safe development, adhere to the supremacy of life, safety first, improve the production safety responsibility system, and resolutely curb serious safety accidents.

1. Division of responsibilities with the District Urban Management Committee (District Water Affairs Bureau) and other departments in natural disaster prevention and rescue.

(1) The District Emergency Response Bureau is responsible for organising the preparation of the district's overall emergency response plan and special plans for production safety and natural disasters, comprehensively coordinating the convergence of emergency response plans, and organising and carrying out plan drills. In accordance with the principle of hierarchical responsibility, it guides the natural disaster emergency rescue; organises and coordinates the emergency rescue work of major disasters and makes decisions according to its authority; assists the responsible comrades designated by the district party committee and the district government to organise the disaster emergency disposal work. Organise the preparation of comprehensive disaster prevention and mitigation planning, guide and coordinate the prevention and control of water and drought disasters, earthquakes and geological disasters of relevant departments; establish a unified emergency management information platform in conjunction with the District Urban Management Committee (District Water Affairs Bureau) and other relevant departments, set up a system of monitoring, early warning and disaster reporting, improve the mechanism for obtaining and sharing natural disaster information resources, and unify and release disaster information in accordance with the law. Carry out comprehensive monitoring and early warning of multi-hazards and disaster chains, and guide the development of comprehensive risk assessment of natural disasters.

(2) District Urban Management Committee (District Water Affairs Bureau) is responsible for the implementation of integrated disaster prevention and mitigation planning requirements, organization of the preparation of urban road flood prevention and control planning and guidance for implementation; organization of the preparation of the water special flood control work program, according to the procedures for approval and implementation; bear the flooding of urban roads in the coordination of emergency rescue work.

(3) when necessary, the District Urban Management Committee (District Water Affairs Bureau) and other departments can be referred to the District Emergency Response Bureau, in the name of the relevant emergency command institutions in the region to deploy the relevant prevention and control work.

(1) District Emergency Response Bureau is responsible for putting forward the reserve demand and decision-making on the use of disaster relief supplies at the district level, organising the preparation of district-level disaster relief supplies reserve planning, catalogue of varieties and standards, and determining the annual purchase plan in conjunction with the district departments of food and material reserves, and issuing instructions for the use of the supplies according to the needs.

(2) The district business bureau is responsible for the storage, rotation and daily management of district-level disaster relief materials according to the district-level disaster relief materials reserve planning, species catalogue and standards, and annual purchase plan, and organises the transfer of materials in accordance with the procedures based on the mobilisation instructions of the district emergency response bureau.
