Guiyang Municipal Ecological Environment Bureau Functional Information
Guiyang Municipal Bureau of Ecology and Environment implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the Provincial Party Committee and the Municipal Party Committee on ecological environmental protection, and adheres to and strengthens the Party's centralized and unified leadership of ecological environmental protection in the course of performing its duties. The main responsibilities are:
(a) To comprehensively implement the basic system of ecological environment. In conjunction with the relevant departments, formulate the city's ecological and environmental policies and plans in accordance with the law, and organize the implementation of such policies and plans after approval, and draft local ecological and environmental laws and regulations. In conjunction with the relevant departments to prepare and supervise the implementation of key areas, watersheds, drinking water sources of ecological and environmental planning and water function zoning; the implementation of ecological and environmental standards, ecological and environmental technical specifications.
(ii) Responsible for the coordination, supervision and management of major ecological and environmental issues. Take the lead in coordinating the investigation and handling of major environmental pollution accidents and ecological damage, guide and coordinate the emergency response and early warning work of the governments of various districts (cities and counties) on major ecological and environmental emergencies, be responsible for the implementation of ecological and environmental damages related to the work of coordinating the resolution of disputes related to trans-regional environmental pollution, and coordinate the coordination of ecological environmental protection in the city's key regions and watersheds.
(c) Responsible for the supervision and management of the implementation of the city's emission reduction targets. Organize the development and implementation of various types of pollutant emission control, emissions licensing system and supervise the implementation of measures to determine the capacity of the atmosphere, water, soil and other pollutants, the total amount of pollutants to fully complete the provincial target tasks, supervision and inspection of districts (cities and counties) pollutant emissions reduction tasks completed, the implementation of ecological environmental protection target responsibility system.
(D) is responsible for proposing the scale and direction of investment in fixed assets in the field of ecological environment, the municipal financial funding arrangements, in accordance with the prescribed authority to approve, approve the planning and annual plan within the scale of fixed asset investment projects, with the relevant departments to do a good job of organizing, implementing and supervising the work. Participate in guiding the promotion of circular economy and ecological environmental protection industry.
(E) responsible for the supervision and management of environmental pollution prevention and control. Development and implementation of air, water, soil, noise, light, odor, solid waste, chemicals, motor vehicles and other pollution prevention and control management system measures and supervise the implementation. In conjunction with relevant departments to supervise and manage the ecological environmental protection of drinking water sources, organizing and guiding the work of comprehensive urban and rural ecological environment, supervising and guiding the management of agricultural surface pollution. Supervision, management and guidance of regional atmospheric environmental protection work, organization and implementation of regional air pollution prevention and control coordination mechanism; guidance and supervision of the management of the city's comprehensive utilization of industrial solid waste and energy conservation, elimination of backward production capacity related work.
(vi) To guide the coordination and supervision of ecological protection and restoration work. Organize the preparation of ecological protection planning, supervise the development and utilization activities of natural resources that have an impact on the ecological environment, important ecological environment construction and ecological damage restoration work. Organize the formulation of ecological environment regulatory systems for various types of nature reserves and supervise law enforcement. Supervise the protection of wild animals and plants, ecological environment protection of wetlands, and desertification prevention and control. Guide the coordination and supervision of rural ecological environmental protection, supervision of biotechnology environmental safety, lead biological species (including genetic resources), organize and coordinate the protection of biodiversity, responsible for the “three lines and a single” delineation and ecological red line supervision, and participate in the work of ecological protection compensation.
(VII) is responsible for the supervision and management of nuclear and radiation safety. It formulates measures to implement relevant policies, plans and standards, takes the lead in the coordination mechanism for nuclear safety work, participates in emergency response to nuclear accidents, and is responsible for emergency response to radiation environmental accidents. Organize investigation and evaluation of ecological environment quality status, early warning and prediction, organize the construction and management of ecological environment information network, and promote the construction of ecological environment big data. Implementation of ecological environment announcement system, unified release of the city's ecological environment comprehensive report and major ecological environment information.
(J) Responsible for responding to climate change. It organizes the formulation of measures to implement strategies, planning and policies for coping with climate change and greenhouse gas emission reduction, and comprehensively coordinates work related to coping with climate change.
(XI) is responsible for ecological environment supervision. Authorized by the municipal government, the districts (cities, counties) government and relevant departments of environmental protection laws and regulations, standards, policies, planning implementation, party and government responsibility, the implementation of double responsibility, as well as the implementation of the responsibility for the quality of the environment to carry out supervision and inspection. (xiii) Organize, guide and coordinate ecological environment publicity and education work, formulate and organize the implementation of ecological environment protection publicity and education guidelines, and promote the participation of the city's social organizations and the public in ecological environment protection. To carry out ecological and environmental science and technology work, organize ecological and environmental scientific research and technology engineering demonstration, and promote the construction of ecological and environmental technology management system.
(XIV) Carry out international cooperation and exchange work on ecological environment. Participate in handling foreign ecological and environmental affairs.
(xv) Combine departmental responsibilities, do the work related to civil-military integration and poverty alleviation and development; increase investment in science and technology, improve scientific and technological innovation capability, and provide guarantee for promoting innovation-driven development; be responsible for the work of petition and stability, production safety and fire safety in this department and this industry field; do the work related to the development and application of big data and management of government data resources in accordance with regulations, and promote the standardized management of departmental government data resources in accordance with the law, sharing and opening.
(xvi) To undertake the relevant daily work of the Office of the Municipal Party Committee for the Construction of Ecological Civilization and the Office of the Municipal People's Government Committee for the Protection of the Ecological Environment, and to carry out the work of integrating, coordinating and supervising the construction of the city's ecological civilization and protection of the ecological environment.
