Department of Education of Guizhou Province Functional Information
(a) Implementing the educational guidelines, policies, laws and regulations of the Party and the State, formulating development plans for the province's educational endeavors and guiding, coordinating and supervising the implementation thereof, as well as drafting local education regulations and implementing opinions on educational work.
(b) Strengthen the overall management of the province's basic education work, focus on rural education, promote the balanced development of compulsory education, promote the further inclination of public education resources to rural and ethnic areas, promote educational equity, guide and assess the universalization of nine-year compulsory education and the eradication of illiteracy among young and middle-aged people.
(c) Comprehensively implementing quality education, deeply promoting the reform of basic education, effectively reducing the burden of schoolwork on primary and secondary school students, strengthening moral education in primary and secondary schools, and guiding the monitoring of the level of development and quality of compulsory education.
(d) Vigorously developing vocational education, adhering to the employment-oriented approach, deepening reform of vocational education, improving the level and quality of vocational colleges and universities, actively promoting innovations in vocational education systems and mechanisms, and further enhancing the vitality of vocational education development.
(e) Coordinate the management of various types of higher education, degree and postgraduate education and continuing education, deepen the reform of the management system of colleges and universities and the reform of teaching, expand the autonomy of colleges and universities in running schools, and improve the quality of higher education.
(vi) To be responsible for the overall management of education funding in this sector, to participate in the formulation of policies on education funding, education appropriation, and investment in education infrastructure, to supervise the financing and use of education funding in the province, to manage domestic and foreign education assistance and education loans to the province, and to be responsible for the statistics, analysis, and dissemination of basic information on education.
(vii) Coordinating and guiding the work of education for ethnic minorities, and coordinating educational assistance to ethnic minorities and ethnic regions.
(viii) Strengthening the overall planning, comprehensive coordination and guidance and management of private education, implementing policies and measures to promote the development of private education, standardizing the order of running schools, and promoting the healthy development of private education.

(xiii) planning, guiding the education system of natural science, philosophy and social science research, guiding the transformation of scientific and technological achievements of institutions of higher learning, coordinating and guiding institutions of higher learning to undertake the implementation of major national scientific research projects, and guiding the construction of key disciplines in institutions of higher learning.
(xiv) organizing and guiding foreign cooperation and exchanges in education, guiding foreign propaganda and teaching of Chinese as a foreign language in the education system, and carrying out educational cooperation and exchanges with Hong Kong, Macao and Taiwan.
(xv) To undertake the specific work of the Education Supervision Office of the Provincial People's Government and the Provincial Language and Literature Working Committee.
(xvi) To be responsible for the implementation of the national degree system and to undertake the relevant work of the Degree Committee of the Provincial People's Government.
(xvii) To undertake other matters assigned by the provincial party committee, the provincial people's government and the Ministry of Education.
