Guizhou Provincial Ethnic and Religious Affairs Commission Functional Information

Functions of Guizhou Ethnic and Religious Affairs Commission
(a) To carry out the implementation of ethnic and religious laws, regulations, rules and guidelines and policies; to organize and carry out investigations and research on ethnic and religious theories, policies and major issues; to be responsible for summarizing and analysing ethnic and religious dynamics and information, and to put forward policy recommendations.

(ii) Responsible for coordinating and promoting the fulfillment of duties related to ethnic work by relevant departments, promoting the implementation and convergence of ethnic policies in areas related to economic development and social undertakings, and providing operational guidance on ethnic work in the government system.

(iii) Drafting local laws and regulations on ethnicity and religion, responsible for supervising and checking their implementation, safeguarding the legitimate rights and interests of ethnic minorities, protecting citizens' freedom of religious belief and normal religious activities in accordance with the law, and safeguarding the legitimate rights and interests of the religious community.

(d) To study and put forward proposals for coordinating ethnic and religious relations, coordinate and cooperate in dealing with major matters in ethnic relations and religious emergencies, participate in coordinating the work of social stabilization in ethnic areas, and maintain ethnic unity and religious harmony.

(e) To formulate special plans for the cause of ethnic minorities and supervise and inspect their implementation; to participate in the formulation of development plans in economic and social related fields for ethnic minorities and ethnic areas; to promote the establishment and improvement of a comprehensive evaluation and monitoring system for the development of the cause of ethnic minorities; and to advance the construction of an ethnic affairs service system and the informatization of the management of ethnic affairs.

(vi) To study problems in economic development and social undertakings of ethnic minorities and ethnic areas and put forward special policy recommendations, and to participate in coordinating the development of science and technology and economic and technical cooperation in ethnic areas and other related work.

(vii) Organizing and guiding the publicity and education of ethnic and religious policies, laws and regulations and basic knowledge; coordinating and guiding the implementation of the Regional Ethnic Autonomy Law; contacting ethnic autonomous areas; organizing and guiding relevant celebrations in ethnic autonomous areas; and organizing, hosting and guiding the activities of commendation for progress in national unity.

(viii) Participating in the formulation of plans for the construction of ethnic minority talent teams, contacting ethnic minority cadres, and assisting the relevant departments in the cultivation, education and utilization of ethnic minority cadres; responsible for the training of religious workforces and related personnel.

(ix) Managing the work of minority languages and scripts, guiding the translation and publication of minority languages and scripts and the collection, organization and publication of ethnic antiquities.

(j) Performing the duties of managing religious affairs in accordance with the law, dealing with major incidents in religious affairs, preventing illegal and unlawful activities using religion, fending off infiltration activities using religion from abroad, guiding the religious affairs departments of municipal and county governments to perform their management functions in accordance with the law; undertaking the supervision of administrative law enforcement in religious affairs.

(k) Guiding religious groups to carry out activities in accordance with the law and regulations, supporting religious groups to strengthen self-construction, helping religious groups to run good religious colleges and universities, promoting religious groups to carry out self-education on patriotism, love of socialism, support for the unification of the motherland and national unity in the religious community, and taking charge of handling the related affairs and administrative licensing and supervision of the religious groups that need to be solved or coordinated by the government.

(xii) Organize and coordinate exchanges and cooperation in the field of ethnic work with foreign countries and with Hong Kong, Macao and Taiwan; be responsible for the management of foreign affairs in the field of religion, and organize and guide the activities of the relevant departments and religious communities in their religious exchanges with foreign countries as well as with Hong Kong, Macao and Taiwan.

(xiii) Undertaking other matters assigned by the provincial people's government, the State Ethnic Affairs Commission and the State Administration for Religious Affairs.

(xiv) Combined with the duties of the department, be responsible for the work of production safety and fire safety in the department and in the field of the industry; do the work related to the development and application of big data and the management of governmental data resources in accordance with the regulations, and promote the standardized management, sharing and opening of the department's governmental data resources in accordance with the law.
