Hainan Local Financial Supervision Bureau Functional Information
CPC Hainan Provincial Committee Financial Office (Provincial Local Financial Management Bureau) is responsible for implementing the guidelines and policies of the Party Central Committee on financial work and the provincial party committee's relevant decision-making and deployment, to adhere to and strengthen the centralized and unified leadership of the CPC Central Committee on financial work into the performance of their duties. The main responsibilities are.
(a) To study and put forward proposals for the financial stability and development of the province, the reform and opening up of the financial sector, and the strengthening of financial risk prevention and control. Lead the province's financial security and stable development of major planning, major policies, major issues and other research.
(ii) Responsible for analyzing and judging the financial situation in the province. Take the lead in preventing and resolving financial risks, coordinate and organize the disposal of major financial risks in the province, and promote the compaction of risk disposal responsibilities of cities and counties. Take the lead in preventing and combating illegal fund-raising. Cooperate with relevant departments to investigate and combat illegal financial activities.
(C) Be responsible for the supervision and management of the province's microfinance companies, financial guarantee companies, regional equity trading markets, pawnshops, financial leasing companies, commercial factoring companies, local asset management companies, as well as farmers' professional cooperative institutions carrying out mutual credit assistance, investment companies, social crowdfunding institutions, and local trading venues of various types.
(d) Promoting the strengthening of local and central financial supervision, risk disposal, information sharing and other collaborative mechanisms. It is responsible for docking with the central financial management departments, and contacting and serving the central financial management departments and financial institutions in Qiong.
(v) Coordinate and promote the construction of financial development environment in the province. Cooperate with the central financial management departments in Qiong to guide various types of financial institutions to optimize resource allocation and financial services, coordinate the promotion of enterprise direct financing, and coordinate the promotion of scientific and technological finance, green finance, inclusive finance, pension finance and digital financial development. Guide and coordinate the province's financial human resources development and financial talent team building work, research financial support for talent innovation and entrepreneurship policies.
(F) Coordinate and promote the important legislative work in the financial field of Hainan Free Trade Port, and formulate draft local financial laws and regulations.

The Provincial Party Committee's Financial Work Committee is responsible for implementing the guidelines and policies of the Party Central Committee on party building in the financial system and the relevant decisions and deployments of the Provincial Party Committee, and implementing the centralized and unified leadership of the Party Central Committee on party building in the financial system into the process of performing its duties. The main responsibilities are:
(a) to unify the planning, organization and deployment of the Party's work in local financial enterprises in the province, to study and formulate work plans, policy initiatives and organize the implementation of strengthening and improving the Party's construction in local financial enterprises in the province. It is responsible for contacting and serving the party building work of central financial management departments and financial institutions in Qiong.
(b) Guiding the political construction, ideological construction, organizational construction, style construction and disciplinary construction of the Party of local financial enterprises in the province, carrying out system construction throughout, and deeply promoting the construction of clean government and anti-corruption work of the Party of local financial enterprises in the province.
