Hainan Provincial Department of Civil Affairs Functional Information
According to the Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Hainan to Comprehensively Deepen Reform and Openness (Zhongfa [2018] No. 12) and the Notice of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on the Issuance of the “Institutional Reform Program of Hainan Province” (Office [2018] No. 80), the Department of Civil Affairs of Hainan Province is set up.
The Department of Civil Affairs of Hainan Province implements the guidelines and policies of the CPC Central Committee on civil affairs, as well as the policies and measures of the Free Trade Port with Chinese Characteristics, implements the decision-making and deployment of the provincial party committee, and adheres to and strengthens the centralized and unified leadership of the Party over civil affairs in the course of fulfilling its duties. The main duties are:
(a) To formulate policies, plans and standards for the development of civil affairs in the province and organize their implementation, to organize the drafting of local legislation and government regulations on civil affairs, and to study and put forward policy proposals for the promotion of civil affairs reform.
(ii) To formulate and organize the implementation of methods for the registration and supervision and management of social organizations such as social groups, foundations and social service agencies in the province, and to carry out registration management and law enforcement supervision of social organizations in accordance with the law.
(3) To formulate policies and standards for social assistance in the province, coordinate the construction of the social assistance system, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, and assistance for vagrants and beggars with no means of subsistence.
(D) the formulation of the province's administrative divisions, administrative boundaries management and toponymic management policies, standards, is responsible for reporting to the State Council, the provincial government for approval of the establishment of administrative divisions, naming, changing and government sites relocation audit, organization, guidance, county-level administrative boundaries of the survey and management work, is responsible for the management of geographical names, is responsible for the naming of important natural geographic entities, name change audit work.
(E) the formulation of the province's marriage management policy and organization and implementation, and promote the reform of marriage customs.
(F) the formulation of the province's funeral management policies, service norms and organization and implementation, and promote funeral reform.
(g) Coordinate and promote, supervise and guide, supervise and manage the work of elderly services in the province, formulate plans, policies and standards for the construction of elderly service system and organize and implement them, and undertake the work of welfare for the elderly and assistance for the elderly with special difficulties.
(viii) To undertake the specific work of the Office of the Working Committee on Aging in this province. It formulates and coordinates the implementation of policies and measures for actively coping with population aging in the province, guides and coordinates the protection of the rights and interests of the elderly, organizes and carries out publicity and education on the provincial situation of population aging, formulates policies on the social participation of the elderly and organizes and implements them, and undertakes the work of conducting statistical surveys on the situation of the elderly population and the development of the cause of aging in the province.
(ix) To formulate policies on the protection of the rights and interests of persons with disabilities in the province, and to coordinate the promotion of the construction of the welfare system for persons with disabilities and the development of the rehabilitation assistive device industry.
(j) To formulate policies and standards for children's welfare, protection of orphaned and abandoned children, children's adoption, and children's assistance and protection in the province, guide the registration of adoptions, and improve the care and service system for rural left-behind children and the protection system for children in difficult circumstances.
(xi) Responsible for organizing and formulating policies for promoting the development of charitable undertakings in the province and the management of charitable trusts, charitable organizations and their activities; guiding the work of social donations; responsible for the management of welfare lotteries, formulating the management system of welfare lotteries, overseeing the lottery draws and destruction of welfare lotteries, and administering and supervising the conduct of welfare lotteries' resellers.
(xii) Completing other tasks assigned by the provincial party committee, the provincial government and higher authorities.
