(c) Responsible for the city's water resources protection and supervision and management. It organizes the preparation of water function zoning for important rivers and lakes, approves the capacity of waters to accommodate pollution, puts forward opinions on limiting the total amount of sewage discharged and supervises the implementation; monitors the quantity and quality of water in rivers and lakes; is responsible for the monitoring and protection of groundwater resources; and assists in the protection of drinking water sources.
(D) is responsible for organizing, guiding and supervising the city's water storage, water supply, drainage, irrigation, flood control and other water engineering facilities, construction management and operation and protection (except for the maintenance of urban drainage pipes, drainage ditches); organization and guidance of the city's waters, river management and protection; guiding, supervising and management of the city's comprehensive management of the river as well as the development and utilization.
