Haikou Municipal Finance Bureau Functional Information

  According to the General Office of the CPC Hainan Provincial Committee and the General Office of the Hainan Provincial People's Government on the issuance of the Notice of the Haikou Municipal Institutional Reform Program (Qiongbanfa [2019] No. 13), this provision is formulated. Haikou Municipal Finance Bureau (hereinafter referred to as the Municipal Finance Bureau) is a working department of the Haikou Municipal People's Government in charge of the city's financial work, and it is at the level of a division. The Municipal Finance Bureau implements the guidelines and policies of the Party Central Committee on financial, fiscal and accounting management work and relevant laws and regulations, implements the decision-making and deployment of the provincial party committee and the municipal party committee, as well as the policies and measures for the construction of the China (Hainan) Pilot Free Trade Zone and the Free Trade Harbor of Chinese Characteristics, and adheres to and strengthens the Party's centralized and unified leadership of the financial, fiscal and accounting management work in the process of fulfilling its duties. The main responsibilities are:

(a) To be responsible for formulating and organizing the implementation of policies, regulations and development plans relating to fiscal, financial and accounting management in the city, and to study and put forward opinions and recommendations on fiscal, financial and accounting management relating to the promotion of the China (Hainan) Pilot Free Trade Zone and the construction of a free trade port with Chinese characteristics in the city.

(ii) Responsible for the management of all financial revenues and expenditures at the municipal level. It organizes the preparation of the municipal departmental budget, the preparation of the municipal government's draft budget and budget adjustment plan, and the compilation of the city's draft budget. It organizes the formulation of standards and quotas for expenditure, and is responsible for examining and approving the annual budgets of departments (units); entrusted by the municipal government, it reports to the municipal people's congress on the budgets of Haikou City and the municipal level and their implementation, and reports on the final accounts to the Standing Committee of the Municipal People's Congress. It is responsible for publicizing the budget and final accounts at the municipal level. Improve the transfer payment system.

(c) Responsible for the management of government non-tax revenue. It is responsible for the management of governmental funds, and manages administrative fees and financial bills according to regulations. Supervising and managing the city's lottery market and managing lottery funds in accordance with regulations; responsible for the management of funds for sheltered housing; responsible for the management of land cost expenditures; responsible for the audit of housing subsidies. (c) To be responsible for the unified management of the payroll of personnel in financial support units, and to formulate policies on subsidies for civil servants in the city in conjunction with relevant departments.

(d) Responsible for organizing and implementing the financial treasury management system and the centralized treasury collection and payment system, guiding and supervising the treasury operations at the municipal level, and assuming the management of the municipal financial fund accounts and treasury cash in accordance with the regulations; responsible for formulating the rules and regulations on government procurement, the system and supervising its implementation.

(e) Responsible for proposing the city's tax policy, formulating financial and tax revenue plans, guiding and supervising the implementation and execution of financial and tax policies.

(F) is responsible for formulating rules and regulations on the management of state-owned assets of administrative institutions at the municipal level, and managing state-owned assets of administrative institutions at the municipal level according to regulations. Undertake the municipal administrative institutions state-owned assets configuration, use and disposal of matters such as approval; organization of municipal administrative institutions asset property rights registration, property rights definition, asset inventory, statistical reports, etc.; responsible for law enforcement and duty vehicle establishment approval and management.

(G) is responsible for reviewing and summarizing the preparation of the city's draft state-owned capital operating budget, formulating the city's state-owned capital operating budget system and methodology, and collecting state-owned capital gains of municipal enterprises; responsible for organizing the implementation of the enterprise financial system; and responsible for the identification of the private trade enterprises (preferential tax policies).

(H) is responsible for handling and supervising the economic development expenditure and financial allocation of governmental investment projects at the municipal level, participating in the formulation of policies related to key construction investment, and formulating the financial system of the city's capital construction; and is responsible for the financial management of relevant policy subsidies and special reserve funds.

(IX) is responsible for leading the review and summary preparation of the draft budget of the city's social insurance fund, working with relevant departments to formulate the financial management system of the relevant funds (funds), and undertaking the financial supervision of the social insurance fund.

(J) is responsible for the management of local government debt; formulates the government debt management system of Haikou Municipality, and prevents financial risks; is responsible for the management of entrepreneurial micro-guaranteed loans and farmers' micro-credit funds.

(XI) is responsible for managing the accounting work of the city, supervising and regulating accounting behavior, organizing the implementation of the national unified accounting system, and formulating the rules and methods for the management of accounting work in the city; it is responsible for accounting for centralized payment, reporting and reflecting the payment situation and relevant accounting information, and providing information for the analysis of budget implementation. It is responsible for the approval of agency bookkeeping organizations.
