Yulin Municipal Education Bureau Functional Information
(a) To organise and formulate the city's education development plan and guide its implementation; to be responsible for the statistics, analysis, reporting and dissemination of the city's basic education information.
(b) Comprehensively managing the city's basic education, special education, ethnic education, early childhood education, adult education and social forces to run schools, etc.; coordinating the planning, deployment and guidance of the reform of the education system and the school system; coordinating and guiding the educational work of counties (cities and districts) and relevant departments.
(3) Responsible for promoting the balanced development of compulsory education and promoting educational equity; formulating basic requirements for education and teaching and basic documents for teaching; coordinating planning and guiding the city's teacher training and management work, guiding the city's education system in the construction of human resources, and responsible for the implementation of the teacher qualification system.
(d) Guiding the development and reform of vocational education, formulating teaching guidance documents for secondary vocational education, guiding the construction of teaching materials for secondary vocational education and students' employment and entrepreneurship, and undertaking vocational guidance work.
(e) Guiding the city's educational supervision; responsible for organising and guiding the supervision, inspection and assessment of secondary and sub-secondary education and the eradication of illiteracy among young and middle-aged people; responsible for organising and guiding the city's monitoring of the development level and quality of basic education.
(f) To be responsible for the overall management of education funding in the sector, to participate in the formulation of policies on education funding, education appropriation and investment in education infrastructure, to supervise the charging of school fees, and to work with the finance department to compile statistics and monitor the city's investment in education funding.
(vii) Guiding the city's ideological and political work, moral education, physical education, health and art education, and national defence education in schools of all levels and types. Coordinate and guide the city's schools at all levels and all types of safe and civilised campus construction work, comprehensive management of social security, emergency response to emergencies and letters and visits.
(viii) formulate, in conjunction with the relevant departments, the admission policies and admission plans of Yulin schools at all levels and of all kinds; centrally manage the city's academic education admission examinations and academic qualifications; be responsible for the organisation and management of self-study examinations.
(ix) Carrying out educational exchanges with domestic and foreign countries, organising and carrying out the international promotion of the Chinese language; implementing the guidelines and policies of the national language and writing system, and guiding the promotion of Putonghua and the training of Putonghua teachers.
(j) To plan and guide the city's educational research work; to provide macro-guidance on the application and promotion of the results of scientific research in the city's schools at all levels and in all types of schools.
(xi) To undertake other matters assigned by the Yulin Municipal People's Government and the Department of Education of the Autonomous Region.
