Yulin Big Data Development and Government Services Bureau Functional Information
(a) Responsible for coordinating and promoting the development of informatisation and digitalisation in the city. It is responsible for coordinating the construction of projects related to informatisation and digitisation, the development, utilisation and sharing of information resources, and the supervision and management of government services in Yulin. Responsible for the management, guidance, coordination and supervision of the city's big data development, digital Yulin construction, government services, government affairs openness, and public resources transactions.
(2) Responsible for drafting rules and regulations in the areas of ‘release of administrative services’ related reform, big data development, digital Yulin construction, government services, open government, and public resource transactions, and formulating relevant industry technical standards and specifications, management methods, and assessment and evaluation methods, as well as organising their implementation.
(c) Responsible for organising the formulation and promoting the implementation of strategic planning for the development of big data and digital Yulin, and for formulating and organising the implementation of special development plans and annual plans in the fields of digital government, digital economy, digital society and digital facilities in the city. Coordinate major issues in the work, and put forward opinions and recommendations to accelerate the development of big data and the construction of digital Yulin.
(d) Responsible for formulating annual investment plans for financial funds (special funds) in the field of informatisation and digitisation at the municipal level and organising their implementation. Responsible for reviewing the investment projects of financial funds in the field of informatisation and digitisation at the municipal level.
(E) is responsible for coordinating and promoting the construction of digital facilities, with good network security. Responsible for promoting e-government network, data resource security system. Responsible for coordinating the construction of communications infrastructure and other infrastructure. Responsible for coordinating and promoting the construction of public data sharing and opening platform.
(F) is responsible for co-ordinating the city's data resource construction, management, application, aggregation and sharing of government data. It guides and coordinates industry authorities to promote the convergence and sharing of social data, and coordinates the promotion of the opening and application of government data and social data.
(vii) Responsible for co-ordinating the construction of digital government. Responsible for the construction of the city's unified e-government cloud platform, public application platform and public support platform; responsible for the promotion, coordination, guidance, supervision and assessment of digital government construction and government services, government affairs openness, public resources trading and e-government; responsible for the overall planning, supervision and assessment of the city's government websites and government hotlines, and comprehensive analysis.
(viii) Responsible for coordinating the development of digital economy. Coordinate the promotion of the deep integration of big data and the three industries. Coordinate with business authorities to promote the integration of big data, artificial intelligence, Internet of Things and other new-generation information technology innovation in the real economy. Responsible for analysing the operation of the city's digital economy.
(ix) Responsible for coordinating the construction of digital society. Coordinate the promotion of the Internet, big data, cloud computing, artificial intelligence and other new technologies and the deep integration of society and people's livelihood. Coordinate the promotion of big data application in the fields of digital city, digital countryside, digital credit, digital culture and digital public security. Coordinate and promote the market-oriented development of digital livelihood services.
(J) Responsible for coordinating and promoting the reform of the city's administrative approval system. Responsible for coordinating and promoting the clean-up, standardisation and management of administrative licensing matters, regulating the conduct of administrative examination and approval, and promoting the convenience of examination and approval services. Responsible for reviewing and supervising the implementation of the cancellation of the devolved approval matters in the aftermath of the regulatory measures.
(k) Responsible for the coordination, promotion, guidance and supervision of the city's administrative power operation process. It is responsible for organising, coordinating and supervising the supervision and management of administrative service matters stationed on the Yulin Municipal Administrative Service Platform. Responsible for the comprehensive coordination and supervision of the intermediary service behaviours involved in the implementation of administrative power by municipal departments. Responsible for guiding and promoting the construction of the city's government service credit system. Responsible for the management, assessment, rewards and punishments of window units and their staff stationed at the Yulin Municipal Administrative Service Platform.
(xii) Responsible for co-ordinating and promoting the planning, construction, operation and maintenance, and management of the Yulin OA collaborative office system and the city's party and government dedicated communication network.
(xiii) Responsible for leading the integration and establishment of a unified and standardised public resources trading platform. It is responsible for the comprehensive coordination and management of public resource transactions at the municipal level, and carries out on-site supervision of public resource transaction activities entering the municipal public resource transaction platform.
(XIV) Responsible for co-ordinating the construction of talent teams in the field of big data.
(XV) Complete other tasks assigned by the municipal party committee and the municipal people's government.
