Yulin Municipal Science and Technology Bureau Functional Information
(a) To formulate the city's strategic policy of innovation-driven development, as well as the planning and policies for scientific and technological development and the introduction of foreign intelligence, and to organise and implement them.
(ii) To formulate the construction of the city's innovation system and the reform of the science and technology system, and to formulate plans, policies and measures for foreign exchanges in science and technology and open cooperation in innovation capacity. It promotes the construction of enterprises' scientific and technological innovation capacity, undertakes to promote the development of scientific and technological civil-military integration, and promotes the construction of a major scientific and technological decision-making and consulting system in Yulin.
(c) To establish a unified Yulin municipal-level science and technology management platform and a mechanism for coordinating, evaluating and supervising scientific research projects and funds. In conjunction with relevant departments, propose policies and measures to optimise the allocation of scientific and technological resources, promote the construction of a diversified scientific and technological investment system, coordinate the management of financial scientific and technological programmes (special projects, funds, etc.) at the municipal level in Yulin and supervise their implementation.
(d) To formulate plans, policies and standards for basic research in Yulin (Yulin Natural Science Research Fund) and organise their implementation, and to organise and coordinate major basic research and applied basic research in Yulin. (VII) take the lead in organising the construction of the city's technology transfer system, formulate relevant policies and measures for the transfer and transformation of scientific and technological achievements and the promotion of the integration of industry, academia and research, and supervise their implementation. Guiding the development of science and technology services, technology market and science and technology intermediary organisations. Undertake the city's scientific and technological achievements management, responsible for the nomination of the autonomous region of science and technology awards, scientific and technological achievements registration and management, science and technology transfer and transformation, the application of new technologies and new product development work.
(viii) Organise the formulation of high-tech development and industrialisation, science and technology to promote agricultural and rural areas and social development planning, policies and measures. (j) To be responsible for the construction of science and technology supervision and evaluation system and related science and technology assessment and management, to organise and implement Yulin innovation survey and science and technology reporting system, to guide the city's science and technology confidentiality work, and to undertake the city's scientific and technological innovation work of integrity building and scientific and technological supervision and management.
(xi) To formulate plans, policies and measures for foreign exchanges in science and technology and open cooperation in innovation capacity, and to organise domestic and foreign scientific and technological cooperation and exchange of scientific and technological talents.
