Beihai Statistics Bureau Functional Information
According to the Circular of the Office of the People's Government of Beihai City on the Issuance of the Regulations on the Main Duties, Internal Organisations and Staffing of the Beihai Statistics Bureau (Beijinban [2011] No. 78), the main duties of the Bureau of Statistics of Beihai City are:
I. To undertake the organisation, coordination and guidance of the city's statistical work, to ensure that statistical data are true, accurate and timely; to carry out the policies, laws and regulations of the national statistical work, and to formulate the city's statistical reforms, the planning for the scientific development of statistics and the statistical survey plan; to organise, coordinate and guide the city's statistical work, and to supervise and inspect the implementation of statistical laws, regulations and rules.
Establishing and improving the city's national economic accounting system and statistical indicator system; formulating the city's local statistical survey programme in accordance with the national basic statistical system and statistical standards; organizing and implementing the city's national economic accounting system and input-output surveys, accounting for the city's gross domestic product, compiling and providing national economic accounting information, and supervising and overseeing the work of the municipalities in national economic accounting.
Organise and implement censuses and special statistical surveys on population, economy, agriculture and other major national conditions and forces deployed by the State; study and put forward plans for censuses and sample surveys on major regional conditions and forces and organise their implementation, and summarise, collate and provide statistical data on national conditions and forces and regional conditions and forces.
Organise and implement statistics on agriculture, forestry, animal husbandry and fishery, industry, construction, wholesale and retail trade, accommodation and catering, investment in fixed assets, real estate, leasing and business services, residential and other services, culture, sports and recreation, transport services, warehousing, scientific and technological exchanges and extension services, social welfare and energy, investment, consumption, residents' incomes, science and technology, population, labour force, social development and other basic statistics. Basic situation, the basic situation of the environment and other statistical surveys, organise and carry out social opinion surveys, collect, summarise, collate and provide statistical data on the surveys.
V. Organise and implement statistical monitoring and comprehensive evaluation of the level of social development, county economic development, energy conservation and consumption reduction, investment promotion, overall well-off and rural well-off construction process, rural poverty, women and children, collect, collate and provide relevant statistics and information.
Sixth, the comprehensive collation and provision of finance, finance, tourism, transport, postal services, culture and education, health, sports, social security, public utilities, foreign trade, foreign economy and other basic city-wide statistics.

IX. Approve (for the record), in accordance with the law, statistical survey projects and statistical survey programmes of various departments and counties (districts); supervise and manage foreign survey activities in accordance with the law; guide the basic work of professional statistics and the construction of statistical grass-roots business infrastructures; set up and improve the system of auditing, monitoring, checking and evaluating the quality of statistical data, and carry out the auditing, monitoring and evaluating of important statistical data.
X. To establish, improve and manage the city's statistical information automation system and statistical database system; to organise the formulation of basic standards and operation rules for statistical database networks of counties, districts and departments, and to guide the construction of statistical informatisation systems in counties and townships.
XI, in conjunction with the relevant departments to organise and manage the city's statistical qualifications, statistical professional qualification examinations and job evaluation and recruitment. Supervision and management of the State, the autonomous region Bureau of Statistics and municipal finance allocated special funds for statistics.
Twelve, undertake other matters assigned by the municipal party committee and the municipal people's government.
