Beihai Housing and Urban-Rural Development Bureau Functional Information
(a) Implementing the guidelines and policies as well as laws and regulations of the State and autonomous regions on housing and urban and rural construction, and formulating and organising the implementation of the city's housing and urban and rural construction development plans and annual plans.
(ii) Assume the responsibility of safeguarding the housing of low- and middle-income families in cities and towns throughout the city. To formulate and organise the implementation of the city's low-cost housing construction, affordable housing construction, public rental housing, price-restricted commodity housing and other housing security development planning and annual plans.
(c) Assume responsibility for promoting the reform of the city's housing system. Formulate and organise the implementation of the city's shantytown renovation, old and dilapidated housing renovation development planning, annual plans.
(D) to assume responsibility for regulating the city's real estate market order, supervision and management of the real estate market. Research and formulation of real estate industry industry development planning and industrial policy and organise the implementation of the formulation and organisation of the implementation of real estate market supervision policies and measures, responsible for residential and real estate administrative work.

(vi) Assume the responsibility of guiding the city's urban construction. It formulates and organises the implementation of the city's urban construction policies, plans reserves, comprehensively coordinates and organises the implementation of urban construction projects.
(VII) to assume responsibility for regulating and guiding the construction of the city's villages and towns. It formulates policies on small town and village construction and guides their implementation; guides the construction of rural housing and the reconstruction of dilapidated buildings, and guides the improvement of the ecological environment of small towns and villages; and co-operates with the competent authorities in planning to do a good job in village and town planning.
(H) bear the city's housing construction projects and municipal engineering quality and safety supervision responsibility. Supervision and management of the city's construction project quality, construction safety production and completion acceptance record; organise or participate in the investigation of major quality and safety accidents of the project.
(IX) bear the responsibility of promoting the city's building energy conservation, urban emission reduction.
(j) To supervise and manage the city's housing provident fund in conjunction with relevant departments, and ensure the effective use and safety of the housing provident fund.
(xi) To undertake construction coordination, service, supervision, management and guidance of key projects of Beihai City after the commencement of construction, and to undertake the management of anti-seismic, preliminary design review and construction drawing review of construction projects.
(xii) To carry out external exchanges and co-operation in housing and urban-rural construction.
(M) undertake other matters assigned by the municipal party committee and the municipal people's government.
