Beihai Human Resources and Social Security Bureau Functional Information
Beihai Bureau of Human Resources and Social Security is a working department of Beihai Municipal People's Government, at the level of division, and the main person in charge of the unit is Comrade Lu Zhongjin.
(a) Implementing the laws and regulations on human resources and social security undertakings of the State and the autonomous region, formulating the city's human resources and social security development plans and policies and organising their implementation, and organising the drafting of relevant draft government regulations and normative documents on the work of the city's human resources and social security.
(b) To formulate the city's human resources market development planning and human resources service industry development, human resources flow policy measures, and promote the reasonable flow of human resources, effective allocation.
(C) is responsible for promoting employment in the city, formulating employment development plans, policies and specific measures for urban and rural areas, improving the public employment and entrepreneurship service system, coordinating the establishment of vocational skills training systems for urban and rural workers, and implementing employment assistance and employment policies for college graduates. In conjunction with relevant departments, it handles matters related to work permits for foreigners coming to Beihai.
(d) Coordinating and promoting the establishment of a multi-level social security system covering both urban and rural areas of the city. To formulate policies, standards and implementation methods for social insurance such as old-age, unemployment and industrial injury insurance and their supplementary insurance. Improving the citywide co-ordination of old-age and work-injury insurance, and organising the implementation of a unified approach to the transfer of old-age, unemployment and work-injury insurance relations. It organises the formulation of a system for the management and supervision of social insurance funds for old-age, unemployment and work-related injuries and their supplementary insurance funds, prepares the draft budgets of the relevant social insurance funds, and participates in the formulation of policies and measures for the investment of the relevant social security funds. In conjunction with relevant departments, it implements the universal insurance programme, and participates in the construction of a unified public service platform for social insurance in the autonomous region.
(e) To be responsible for forecasting and early warning of the city's employment, unemployment and related social insurance funds and information guidance, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the related social insurance funds.
(f) Coordinating the formulation of the city's labour and personnel dispute mediation and arbitration system and labour relations policies and implementation measures and organizing their implementation, improving the consultation and coordination mechanism for labour relations, organizing the implementation of the system of employees' working hours, rest and leave and holidays, and formulating policies on the elimination of the illegal use of child labour and the policies on, and implementation of, special labour protection policies for female workers and underage workers. It guides the work of labour security supervision, coordinates the resolution of workers' rights and emergencies related to labour security, and assists in handling major cases.
(vii) Take the lead in promoting the city's deepening reform of the title system, formulate policies and implementation measures for the management of professional and technical personnel, continuing education and post-doctoral management, and be responsible for the construction of the city's professional and technical personnel and skilled personnel, as well as organise the implementation of policies for attracting overseas Chinese to come to Beihai (to return to their home countries) to work or settle down. To formulate and organise the implementation of the system of training, evaluation, use and incentives for skilled personnel. Improve the vocational qualification system, and improve the policy of diversified evaluation of vocational skills.
(viii) In conjunction with relevant departments, formulate and guide the implementation of measures for the reform of the personnel system of the city's institutions, regulate the comprehensive management of personnel such as job setting, open recruitment and employment contracts in accordance with the administrative authority of the institutions, and formulate measures for the management of the staff of the institutions and the organisations and organise their implementation.

(xii) To formulate and improve the system of letters and visits and maintenance of stability in the human resources and social security system, and coordinate with relevant departments to deal with major letters and visits or emergencies.
(xiii) Undertake matters related to administrative appointments and removals of the Municipal People's Government.
