Foreign Affairs Office of the People's Government of Dongcheng District, Beijing Functional Information
According to the Beijing Dongcheng District Institutional Reform Programme approved by the Municipal Party Committee and the Municipal Government, the Overseas Chinese Affairs Office of the District Government's responsibility for overseas Chinese affairs is transferred to the United Front Work Department of the District Party Committee, and the Foreign Affairs Office of the District Government is renamed as the Foreign Affairs Office of the District Government, which is still as a working department of the District Government.
The Foreign Affairs Office of the People's Government of Dongcheng District, Beijing, referred to as the Foreign Affairs Office of the District Government, is a working department of the district government responsible for foreign affairs and Hong Kong and Macao affairs in the district.
First, the implementation of the party and state's foreign policy, policy and relevant laws and regulations, as well as the municipal party committee, the municipal government and the district party committee, the district government's instructions and decisions on foreign affairs; check the relevant departments and units in the district to implement the foreign policy, policy and relevant laws and regulations.
Undertake the foreign affairs documents submitted by the departments and units of the district to the district party committee and the district government for approval; co-ordinate the arrangement of foreign affairs activities and visits of the district leaders.
To study and formulate the planning, annual plan and working system of foreign affairs of the district and organise its implementation; to organise investigations and researches, and to provide opinions and suggestions for the foreign affairs decision-making of the district party committee and the district government.
Implementing the relevant regulations of the Central Government and Beijing Municipality on Hong Kong and Macao affairs, and coordinating the handling of Hong Kong and Macao affairs in the district.
V. Responsible for the exchanges between the district and the international friendly city (city); responsible for the establishment of the district units of foreign friendly exchanges for the record, the approval of the management; guide the work of the district's civil foreign relations.
Sixth, it is responsible for reviewing and declaring the tasks of going abroad on official business in the region; it is responsible for reviewing and declaring the affairs of inviting foreigners to China; it is responsible for applying for APEC business travel cards for the personnel of non-public enterprises registered in the region and state-owned enterprises belonging to the region; and it is responsible for the collection and keeping of the certificates and licences for going abroad on official business.
Seven, responsible for organising and coordinating the reception of party guests, state guests and important foreign guests visiting the district; responsible for organising and coordinating foreign affairs activities held in the name of the district government.
Eight, take the lead in coordinating the management and service work of foreign personnel in the district.
Nine, is responsible for taking the lead in coordinating the handling of foreign-related incidents in the district and overseas consular protection emergency tasks.
X. Responsible for organising and coordinating the work of promoting the construction of international language environment in the district.
XI. Responsible for checking the implementation of foreign affairs discipline in conjunction with the relevant departments and making recommendations on the handling of violations of foreign affairs discipline.
XII. Responsible for the security work of the organisation and assume the corresponding leadership responsibility. The main responsibility for the safety of all kinds of public and social activities organised in the name of the department.
Thirteen, within the scope of the department's responsibilities for the central units in the region, municipal units, troops in the region and regional enterprises and institutions to provide services.
