Beijing Fengtai District Municipal Human Resources and Social Security Bureau Functional Information
Beijing Fengtai District Human Resources and Social Security Bureau (referred to as District Human Resources and Social Security Bureau) is a working department of the district government.
The District Human Resources and Social Security Bureau implements the guidelines and policies of the Party Central Committee on human resources and social security work, decision-making and deployment and the relevant work requirements of the Municipal Party Committee and the District Committee, and adheres to and strengthens the Party's centralised and unified leadership of human resources and social security work in the process of fulfilling its duties. The main duties are:
(a) to implement the national and municipal laws, regulations, rules and policies on human resources and social security, responsible for the formulation of human resources and social security career development planning, planning, and organising the implementation of the district.
(b) Responsible for the investigation and research on the implementation of various reforms and policies on human resources and social security in the district, and the investigation and research on human resources and social security policies and related issues in the construction of urban-rural integration.
(C) is responsible for formulating the development plan of human resources market and human resources flow policies in the district and organising their implementation, establishing a unified and standardised human resources market, managing the human resources market in accordance with the law, and promoting the reasonable flow and effective allocation of human resources; and assisting in carrying out the examination and approval of the ‘Beijing Municipal Work and Residence Permit’ within the district.
(d) Responsible for the development and utilization of urban and rural labour force and employment work in the district, formulate and implement the employment development planning and policies for the integration of urban and rural areas, improve the public employment service system, study the implementation of the employment assistance system in conjunction with the relevant departments, formulate the measures for the management of the development of public welfare posts, and maintain the stability of the employment situation; responsible for the work of vocational skills appraisal and qualification, and the establishment of a vocational training system for the integration of urban and rural workers; responsible for the implementation of (d) To be responsible for implementing policies on the employment of college graduates; to work with relevant departments to implement policies on the training and incentivisation of skilled personnel.
(e) Being responsible for coordinating the establishment of a social security system covering urban and rural areas for the elderly, the unemployed and workers, and for implementing urban and rural social insurance and supplementary insurance policies and standards; in conjunction with the relevant departments, it is responsible for the management and supervision of social insurance and supplementary insurance funds, and for maintaining the smooth operation of social insurance funds.
(F) In conjunction with the relevant departments, guide the reform of the personnel system of institutions in the district; be responsible for the comprehensive management of the staff of institutions and organ workforce; be responsible for the comprehensive management of the evaluation of professional and technical titles of professional and technical personnel of enterprises and institutions, and continuing education; be responsible for promoting the deepening of the reform of the title system; be responsible for the management, guidance and supervision of post-doctoral work in the district; be responsible for declaration of the points for settlement.
(vii) Being responsible for the comprehensive management of salaries and benefits of institutions and agencies in the district and the management services for retired and retiring personnel below the section level.
(viii) Implementing policies related to migrant workers in the district in conjunction with relevant departments, coordinating and solving key and difficult problems, and safeguarding the legitimate rights and interests of migrant workers.
(ix) Responsible for implementing policies on labour relations, improving the coordination mechanism for labour relations, guiding employers and workers to establish labour relations in accordance with the law; responsible for mediation and arbitration of labour and personnel disputes in the district; organizing and implementing labour inspection, coordinating the work of protecting the rights of workers, and investigating and handling relevant cases in accordance with the law.
(j) To assume responsibility for the safety supervision of the human resources market in the district; to assume the main responsibility for the safety of recruitment, hiring and other activities held in the name of the District Human Resources and Social Security Bureau.
(xi) To complete other tasks assigned by the District Committee and the District Government.
(XII) and the District Medical Insurance Bureau has a relevant division of responsibilities. District Human Resources and Social Security Bureau to do a good job in the issuance of social security cards, the use and management of the work, the District Medical Insurance Bureau to do a good job in the use of social security cards in medical insurance management and standardisation of work. The two departments should establish a working mechanism to do a good job of information sharing and policy convergence.
