Beijing Fengtai District Municipal Commission of Development and Reform Functional Information
Beijing Fengtai District Development and Reform Commission is responsible for implementing the guidelines and policies of the Party Central Committee on development and reform work, decision-making and deployment, as well as the Municipal Party Committee and the District Committee of the relevant work requirements, to adhere to the Party's leadership of the development and reform work into the fulfilment of their duties. The main responsibilities are:
(a) to formulate and organise the implementation of the district's national economic and social development strategy, medium- and long-term planning and annual plans. Take the lead in organising the construction of a unified planning system. Responsible for the district-level special planning, district planning, spatial planning and the integration of the district's development planning. Coordinate the economic and social development of the district, take the lead in researching and proposing the national economic and social development of the district, the objectives and measures of economic system reform. Entrusted by the district government, to the district people's congress report on the national economic and social development plan and implementation of the district.
(ii) Propose the overall objectives, major tasks and relevant policies for the district to accelerate the construction of a modernised economic system and promote high-quality development. It organises and carries out evaluation and supervision of major plans, policies and projects, and puts forward proposals for relevant adjustments.
(c) To study and put forward the main objectives of national economic and social development in the district, monitor and warn the trend of economic and social development, and put forward proposals on regulatory policies. Regulate economic operation, coordinate and solve major problems in economic operation. Responsible for price management in the region, monitoring and analysing the operation of prices in the region, guiding the implementation of price policy in the region, and put forward relevant policy recommendations.
(d) Undertake guidance to promote and comprehensively coordinate the work related to the economic system reform in the region, and study major issues of economic system reform in the region. (e) To take the lead in promoting the work related to supply-side structural reform in the region. In conjunction with relevant departments, organise the implementation of the market access negative list system.
(e) Undertake to promote the optimisation of business environment in the region. To formulate and organise the implementation of plans and programmes for optimising the business environment in the region. Take the lead in researching and putting forward proposals for deepening the reform of the business environment in the region. Coordinating and resolving major issues related to the optimisation of the business environment.
(vi) Implementing Beijing's strategy, planning, total balance and structural optimisation policies on utilisation of foreign capital and outbound investment. It shall be responsible for the management of foreign investment projects according to its authority. In conjunction with relevant departments, it implements the management of the negative list for foreign investment access.
(vii) Responsible for the comprehensive management of investment. Formulate the scale of investment in fixed assets, regulatory objectives and measures for the whole society in the region. Formulate and organise the implementation of government investment plans in the region, and arrange financial construction funds. Approval, approval and reporting of fixed asset investment projects in accordance with the prescribed authority.
(viii) Implementing the strategy of coordinated regional development, the strategy of new-type urbanisation and major policies, and formulating relevant regional plans and policies in conjunction with relevant departments. Coordinate the exchange and cooperation work in the region. Coordinate and promote the work related to the coordinated development of Beijing, Tianjin and Hebei in the region.
(ix) To formulate and organise the implementation of comprehensive industrial policies in the region. Coordinate major issues of industrial development and articulate relevant plans and major policies. In conjunction with relevant departments to formulate infrastructure development strategies, medium- and long-term planning and policies, and coordinate and promote the development of major infrastructure construction.
(J) Promote the implementation of innovation-driven development strategy. To co-ordinate and promote the development of innovation, high-tech industries and strategic emerging industries in the region, formulate relevant development plans and policies, and put forward policy proposals for developing new productive forces and fostering new impetus for economic development. Planning and layout of major scientific and technological infrastructure in conjunction with relevant departments.
(k) tracking and research involving the region's economic security risk potential, responsible for the region's total grain and oil balance and regulation. It organises the formulation of food and material reserve planning and total plan, and coordinates the work related to the assessment of food security responsibility system. Undertake the work related to strategic and emergency material reserves.
(xii) Responsible for the policy convergence between social development and national economic development in the district, and coordinating related major issues. To formulate population development planning and population policy in the district, and to study and put forward policy proposals on the coordinated and sustainable development of population and economy, society, resources and environment, as well as the integrated promotion of high-quality population development.
(xiii) Coordinating and promoting the sustainable development strategy of the region, comprehensively coordinating and organising the implementation of the region's carbon peak carbon neutral work, and coordinating the work of energy and resource conservation. Cooperating with relevant departments to promote ecological civilisation construction and reform related work. Formulate and organise the implementation of energy development strategy, medium and long-term planning and policy measures in the region.
(XIV) coordinate and coordinate the financial related work of the district, coordinate and supervise the implementation of the decision-making and deployment of the CPC Central Committee as well as the Municipal Party Committee, Municipal Party Committee Finance Committee, District Committee relevant work requirements, study and put forward policy recommendations on the financial work of the district. Coordinate, supervise and implement the prevention and disposal of financial risks in the district, and create a healthy and high-quality financial environment. Assist in the approval and supervision and management of local financial organisations, and promote the coordination of financial policies with relevant financial policies, industrial policies and social policies.
(xv) Implementing Beijing's strategies and plans for promoting the coordinated development of economic construction and national defence construction, and coordinating related major issues. It implements Beijing's national economic mobilisation planning, and coordinates and organises the implementation of work related to national economic mobilisation.
(xvi) Completing other tasks assigned by the district party committee and the district government.
