Beijing Fengtai District Science and Technology and Information Technology Bureau Functional Information
The Bureau of Science, Technology and Information Technology of Fengtai District of Beijing Municipality implements the guidelines, policies, decision-making and deployment of the Central Committee of the Party on science and technology innovation, software and information service industry and informatisation, as well as the relevant work requirements of the Municipal Party Committee and the District Committee, and adheres to and strengthens the Party's centralised and unified leadership of the work of science, technology and innovation, software and information service industry, and informatisation in fulfilling its duties. The main responsibilities are:
(a) To carry out the implementation of national and municipal policies, laws and regulations on science and technology innovation, software and information service industry, and informatisation, and to organise their implementation.
(B) the development of the region's science and technology innovation, software and information services, information technology project management measures, to undertake scientific and technological information, scientific and technological statistics, scientific research results report and scientific and technological confidentiality, etc., in conjunction with relevant departments to improve science and technology innovation, software and information services, information technology incentive mechanism.
(C) the preparation and implementation of the region's science and technology innovation, information technology, medium- and long-term construction of the planning and annual plans, organise the implementation of major special projects, take the lead in organising the important areas of economic and social development of the major key technologies, common technology research and development.
(D) is responsible for organising the declaration of the experimental area for sustainable development, and assisting in guiding the construction and development of the experimental area for sustainable development. It is responsible for declaring organising and guiding the implementation of projects related to science and technology innovation, software and information service industry, and informatisation.
(v) To formulate measures to promote technological innovation and independent innovation of enterprises, to formulate plans for the construction of innovation systems, to formulate plans for the protection of scientific research conditions and put forward relevant proposals, and to promote the construction of scientific and technological innovation platforms and the sharing of scientific and technological resources.
(vi) Promoting the development and industrialisation of high and new technologies. In conjunction with relevant departments to prepare and implement high-tech key industries, industrial development planning and major special programmes; do a good job in the region of high-tech enterprises and independent innovation products related to the identification.
(vii) Supervise and manage the use of special funds for science and technology, information technology, etc., and optimise the allocation of scientific and technological resources; be responsible for researching measures to increase scientific and technological investment through multiple channels.
(viii) Encourage and support the formation and adjustment of relevant scientific research institutions, cultivate the development of private scientific research institutions; promote the work of private science and technology, and promote the development of private science and technology enterprises. Coordinate the management of science and technology associations and science and technology private non-enterprise units.
(IX) to promote the construction of science and technology service system in the region, the formulation of regional science and technology service industry development planning. 1. Implementing the strategy of developing the country through science and education, the strategy of strengthening the country through talents and the strategy of innovation-driven development, focusing on making Beijing a national science and technology innovation centre with global influence, better serving and supporting the construction of the world's science and technology powerhouse, strengthening, optimizing and transforming the government's functions of science and technology management and services, improving the system of scientific and technological innovation and the organisational system, strengthening the macroscopic management and co-ordination, reducing the microscopic management and the specific approvals , strengthen supervision and scientific research integrity during and after the incident. We will shift from R&D management to innovation services, push forward the reform of S&T programme management, establish an open and unified S&T management platform, and reduce the phenomenon of duplication, fragmentation, closure, inefficiency, and ‘fragmentation’ of resources allocation in S&T programmes. It will further improve the evaluation mechanism for scientific and technological talents, establish a sound evaluation system and incentive policy for scientific and technological talents oriented to innovation ability, quality, contribution and performance, and coordinate the construction of scientific and technological talents and the introduction of foreign intelligence in the region.
