Duties of Guiyang Foreign Affairs Office
I. Work Functions
According to the Notice of the General Office of the CPC Guizhou Provincial Committee and the General Office of the Guizhou Provincial People's Government on the Issuance of the Institutional Reform Program of the People's Government of Guiyang City (Qianwei Hall Word [2009] No. 71) and the Implementing Opinions of the CPC Guiyang Municipal Committee and the People's Government of Guiyang City on the Reform of the Municipal People's Government Institutions (Chiku Dangfa [2010] No. 6), and the Adjustment of Guiyang Municipal Committee's and the People's Government of Guiyang City's Notice on the Duties and Institutional Establishment of the Foreign Affairs Office (筑委厅字[2019]59号), Guiyang Municipal Foreign Affairs Office is a working department of the Municipal People's Government as well as the office of the Municipal Party Committee's Foreign Affairs Working Committee, and its duties are as follows:
(I) Adjustment of duties
1. The responsibilities of the Municipal Foreign Affairs Office (Municipal Overseas Chinese Affairs Office, Municipal Hong Kong and Macao Affairs Office) for overseas Chinese affairs are assigned to the United Front Work Department of the Municipal Party Committee. Municipal Foreign Affairs Office will no longer add the City Overseas Chinese Affairs Office, Hong Kong and Macao Affairs Office brand.
2, the city Foreign Affairs Office (City Overseas Chinese Affairs Office, the city of Hong Kong and Macao Affairs Office) guidance and coordination of overseas Chinese, overseas Chinese enterprises and associations, such as the responsibility of the city of Overseas Chinese Federation to exercise.
3, add “combined with departmental responsibilities, do a good job of civil-military integration, poverty alleviation and development and other related work; responsible for the department, the industry in the field of production safety and fire safety; in accordance with the provisions of the development and application of big data and governmental data resource management related to work, according to the law to promote the department's governmental data resources standardization, management, sharing and openness” responsibilities.
(II) Main Duties
First, implement the national foreign affairs, Hong Kong and Macao affairs work guidelines, policies and foreign-related laws and regulations, as well as the provincial party committee, the provincial people's government, the municipal party committee, the municipal people's government on foreign affairs, Hong Kong and Macao affairs work instructions and decisions.
Second, to formulate the city's foreign affairs, Hong Kong and Macao affairs work policy, planning, measures and methods and organize the implementation; to coordinate the city's foreign affairs, Hong Kong and Macao affairs work and important foreign-related activities; to deal with or assist in dealing with the city's major foreign affairs, Hong Kong and Macao affairs; to guide and coordinate the foreign affairs, Hong Kong and Macao affairs work of the relevant departments and social groups.
Third, responsible for foreign affairs, Hong Kong and Macao affairs research and study, for the municipal party committee, the municipal people's government of foreign affairs, Hong Kong and Macao affairs work decision-making recommendations; around the municipal party committee, the municipal people's government's central work, the use of external communication channels, for the city's economic construction and social development services.
Fourth, review and report to the municipal party committee and the municipal people's government for approval of foreign affairs documents; undertake the municipal party committee, the municipal people's congress, the municipal people's government, the municipal people's association leaders to visit and invite the corresponding foreign personnel to visit the approval; according to the scope of the authorization to review and report to the municipal people's government for approval of the county (department) level and the following personnel to travel abroad on official business (out of the country) and to invite the foreigners to visit the relevant matters, and for the above people to go abroad to issue mission approvals, confirmations or letters of invitation.
V. It is responsible for the city's official, semi-official and important civil interactions with Hong Kong and Macao; it participates in guiding the coordination of the city's enterprises and Chinese-funded institutions in Hong Kong and Macao; and examines and submits for approval, according to the authorization, the passes and endorsements for travelling to and from Hong Kong and Macao on official business.
Sixth, is responsible for organizing the reception of important foreign guests and diplomats who come to Tsukiji to visit and conduct official activities; co-ordinate the arrangement of foreign affairs activities of the leaders of the Municipal Party Committee, the Municipal People's Congress, the Municipal People's Government, the Municipal People's Consultative Conference.
Summarize the situation of the city's foreign affairs groups and personnel in the country and invite foreigners to visit, and reflect to the Municipal Party Committee, the Municipal People's Government and the Provincial Foreign Affairs Office and put forward corresponding suggestions and measures.
Eight, the overall arrangement and management of the city's departments, units and foreign diplomatic agencies in China, consular institutions of the interaction, negotiation, and coordination of consular services for foreign personnel in construction.
Nine, management of the city's interaction and cooperation with foreign friendly cities, guiding the city's civil foreign relations work.
X. Managing foreign, Hong Kong and Macao media and journalists who come to cover the city, coordinating and guiding relevant departments and units to make arrangements for foreign, Hong Kong and Macao journalists to cover the city.
XI. Implementing and enforcing the state regulations on the management of activities of foreign NGOs in China and the participation of domestic civil society organizations in the activities of international NGOs, coordinating, guiding and managing the activities of foreign NGOs in China and the participation of the city's civil society organizations in the activities of international NGOs.
XII. Implementing and enforcing national laws and regulations and policy measures on the security protection of Chinese citizens and organizations abroad, and strengthening the consular protection of the city's personnel abroad.
Thirteen, is responsible for the city's foreign affairs cadres and foreign personnel for foreign policy, foreign affairs discipline education and training; to assist in the selection and recommendation of outstanding cadres, workers to work in China's embassies and consulates abroad.
Fourteenth, in conjunction with the Propaganda Department of the Municipal Party Committee to do a good job of foreign propaganda and mass foreign affairs education; to the city's various departments to provide the international situation, foreign policy, major international issues of the propaganda materials and the caliber of the foreign statement; collaborative review of the city's important foreign-related reports and other relevant manuscripts.
XV, the implementation of the “Code for Foreign-related Personnel” and the central, provincial and municipal regulations on the management of official travel abroad, with the discipline inspection, supervision, national security and confidentiality departments to supervise and inspect the implementation of foreign affairs discipline and foreign-related confidentiality system; violation of the foreign affairs discipline and related provisions of the relevant processing recommendations.
Sixteen, support and cooperate with the Chinese People's Association for Friendship with Foreign Countries, the provincial people's Association for Friendship with Foreign Countries, to participate in the National Association of Friendship, the provincial Association for Friendship organized by the foreign exchange activities; guide the city's people's foreign friendly exchanges.
Seventeen, undertake the daily work of the Office of the Municipal Committee of Foreign Affairs Work Committee; undertake other matters assigned by the Municipal Party Committee, the Municipal People's Government and the higher business departments.
